The incumbent serves as the Safety and Occupational Health (SOH) Specialist in the Washington Headquarters Services (WHS), Executive Services Directorate (ESD), Pentagon Services Division (PSD), Pentagon Motor Pool (PMP). SOH Specialist is responsible for the implementation, application and effectiveness of a complex set of SOH program elements.
Duties
Incumbent typical work assignments may include the following:
Plans, coordinates, manages, and evaluates the organization's safety program.
Ensures compliance with agency safety policies, Occupational Safety and Health Administration (OSHA) guidelines, and other relevant regulations.
Provides advice, counsel, and instruction on technical and administrative matters.
Contributes to the development, planning, and execution of safety and industrial hygiene programs.
Supports risk management efforts to identify emerging and established risks.
Establishes internal policies and procedures designed to identify and address unsafe acts, conditions, or hazards.
Develops and implements a robust driver's education and licensing training program for all employees, ensuring annual certification compliance.

- This position may require up to 10% occasional travel away from your normal duty station for official business on military or commercial aircraft

- The incumbent must obtain a CDL Class B with Passenger Endorsement. Conducts Commercial Driver's License (CDL) pre-tests and prepares employees for CDL certification
- The incumbent must posses Certifications for Asbestos and Lead Inspector and/or be willing to obtain certification within one year
- The incumbent is required to wear protective equipment, i.e., arc flash rated suit, tyvek suits and respirators, while working in hazardous areas. Protective clothing and equipment will be necessary in some situations

The Safety and Occupational Health Management Series, 0018, has an Individual Occupational Requirement (IOR) that must be met in addition to the specialized experience.
BASIC REQUIREMENTS:
Education: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
OR
Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.
In addition to meeting the Basic Requirement, applicants must also meet the specialized experience notated below.
You may qualify at the GS-09 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience:
Recommending measures to help protect workers from potential work hazardous;
Adhering to vehicle training programs;
Appling safety and occupational health standards, regulations, practices, and/or procedures to eliminate potential accidents and/or injuries.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR
Combination of Education and Experience. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. The first 2 years of graduate study are not qualifying for the GS-11 level. (Note: You must attach a copy of your transcripts for verification)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
