The primary purpose of this position is to serve as Safety and Occupational Health Program Manager responsible for policy, oversight, and integration of Air Force Safety Programs at the Air Staff level. As a Safety expert, advises, counsels, and supports the Air Force Chief of Safety (AF/SE)
Duties

on all aspects of comprehensive safety program that includes risk management, nuclear surety, and aviation, ground, weapons, space, and systems safety disciplines.
Involved in planning, developing, organizing, and overseeing the activities and functions of all safety disciplines on Air Staff (AF/SE, AF/SEI) and AFSC.
Primary assistant to AF/SE and Deputy AF/SE in formulating, developing, and implementing responsibilities related to the planning, programming, and budgeting of Air Force Safety requirements within the Air Force Corporate Structure (AFCS) and Air Planning, Programming, and Budgeting System (PPBS).
Key advisor to AF/SE on Air Force-wide safety policy and program requirements. Provides expert advice and guidance in evaluating current and future Air Force mission requirements, mishap data, and trend information from aviation, ground, weapons, and space safety disciplines to determine the direction of the Air Force mishap prevention program.
Executes specific projects and actions as directed by, and directly supporting, the General Officer AF/SE. Performs special assignments that are of major significance in support of the strategic goals and objectives of USAF and Air Force Safety.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements IOR for the GS Safety & Occupational Health Management Series 0018 and the Group Coverage Qualification Standard for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the GS-14 (or higher) grade level or equivalent in other pay systems. My experience is in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include in-depth knowledge of the theories, principles and practices of safety and technical safety ability sufficient to provide leadership at the national level in the development of safety standards; a broad and expert knowledge of operations performed by all major commands, direct reporting units and forward operating agencies, in addition to technical safety knowledge of allied field, such as civil engineering, fire protection, bioenvironmental engineering and occupational health services.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues.
Knowledge of the requirements, methods, techniques, and procedures applicable to the various safety disciplines to meet program objectives.
Knowledge and skill to gather, assemble and analyze facts, draw conclusions, devise solutions to problems, identify changes and trends and package the entire process in briefings, papers or reports suitable for senior management use and decision making.
Ability to research, analyze, interpret and apply rules, regulations and procedures as they apply to assigned functions.
Knowledge and skill sufficient to formulate new mishap prevention program management theories, principles, concepts and practices.
Knowledge of the organization and functional responsibilities and operations of the Department of Defense and USAF.
Ability to identify problems and develops innovative solutions.
Ability to communicate effectively both orally and in writing.
Ability to negotiate complex issues and gain cooperation from others through tact, courtesy, and diplomacy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
