Duties
As a Public Health Analyst you will:
Analyze and evaluate the effectiveness of public health program operations, including, but not limited to researching information; generating reports; compiling data; designing limited studies; analyzing established public health policy and recommending related areas for improvement; conducting surveys; conducting interviews with public health components to obtain information on specific program areas; coordinating public health activities.
Serve as an analyst responsible for analyzing, evaluating, and advising on a well-defined and established program of a moderate complexity.
Develop and/or implement standards and recommendations; gather data and coordinate with others to develop program guidelines, goals, plans, and strategies; develop qualitative and quantitative methods and strategies for planning, evaluating, and documenting program activities; make presentations and/or conduct training; monitor expenditures, grants, awards, and other comparable funds; prepare project papers, reports, articles, publications, and other substantive materials; respond to inquiries and requests for information.
Serve as an analyst and, independently or as part of a team, plan, manage, and/or evaluate large public health program(s), projects, and/or study activities.
Conduct short- and long-term planning, program development, policy and program analysis, and program evaluations.
Establish program standards, policies, strategies, goals, and evaluation plans in conjunction with senior staff.
Research various sources and references and respond to inquiries and writes issue and background papers, a variety of reports, program policies, proposals, and other substantive program documentation.
Prepare and make presentations.
Manage complex public health grants, cooperative agreements, and contracts.
Qualifications
All qualification requirements must be met by the closing date of the announcement.
Minimum Qualifications GS-09):
To qualify at the GS-09 grade level, you must have at least one year of specialized experience at or equivalent to the GS-07 grade level, which must include the following experience: identifying and accessing needs and improvements associated with a public health program.
OR
Have a master's or equivalent graduate degree in a Major study -- public health or other field of study with course work directly related to the work of the position to be filled.
OR
Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position.
Minimum Qualifications (GS-11):
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: developing new or modified guidelines and procedures; analyzing changes and making recommendations of assigned public health program laws, regulations, policies and precedents.
OR
Have a Ph.D. or equivalent doctoral degree in a Major study -- public health or other field of study with course work directly related to the work of the position to be filled
OR
Have a combination of education and specialized experience that together meets 100% of the qualification requirement for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval. Promotion to the next grade level is not guaranteed and no promise of promotion is implied.
