The Battle Creek VA Medical Center is recruiting for a Supervisory Mobility Transportation Specialist. The Supervisory Mobility Transportation Specialist will function under the Veterans Transportation Service.
Duties
The duties of the position may include but, are not limited to:
Manages the VTP Program at the facility and VTS Drivers/Motor Vehicle Operators provide safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Center's catchment area.
Manages demand against available resources to increase access to medical care through the Medical Centers organic transportation resources.
VTS also collaborates with service providers in local communities to serve Veterans' transportation needs.
The Mobility Manager is the local administrator of the Vet Ride System and is responsible of granting certain delegated access rights to facility staff.
Orchestrates travel for the Medical Centers BT eligible enrollees through mileage reimbursement and contracted travel modes.
The incumbent manages the Medical Center's Veterans Transportation Program services under the AD within the VAMC by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for Veterans, active duty servicemembers, Caregivers and others in metropolitan and
rural/remote rural areas.
The Mobility Manager is directly responsible for completing the Needs, Resources and Stakeholders Assessment in collaboration with the other services represented on the VTP Board of Directors, as well as Veterans and community stakeholders.
The Mobility Manager develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a transportation program within a medical facility; managing program activities such as patient transport, ambulance claims, and common carrier transportation; planning and directing administrative activities within a transportation system; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program (such as review of outpatient data relative to no-show rates, cancellation rates, patient waiting times, appointment delays, beneficiary travel expenditures, etc.); and providing leadership/supervision, instruction/counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related ,with a major study in accounting, business administration, business or commercial law, commerce economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year and specialized experience, as described above, may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistic, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist position-Mobility Manager.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis.
