This Supervisory Transportation Specialist serves as the Chief Transportation Officer. Position is located at head of the Office of the Chief, Veterans Transportation Service (VTP) at the Battle Creek VA Medical Center. This position supervises and manages the Michigan Market Transportation Navigation Hub, a centralized call center tasked with coordinating travel among all member facilities of the Michigan Market. This position reports to the Assistant Director.
Duties
This position is a Supervisory Market Transportation Specialist between the facility and VISN level and acts as the leader of the Michigan Market Transportation Navigation Hub (TNH) that serves as primary contact to Veterans for transportation needs. The incumbent collaborates with Mobility Managers and their dispatch teams at VA facilities across the State of Michigan. The coordination of transportation function is multi-facetted and diverse. The major areas of responsibility are:

The incumbent must have general knowledge of clinical services, related software, and programs as they relate to clinical computing and office automation. The Chief is responsible for general program administration and the support of the Transportation Navigation Hub.
Program Administration, Innovation, and Development 40%
Manages the VTP Program comprised of the VTS, Beneficiary Travel, and Ambulance sections at the facility and the Michigan Market.
Primary decision maker on complex issues that are not covered under standard policies. Orchestrates policy and procedures for transportation and travel for Veterans.
Interprets legislation and provides guidance to program staff. Advises and recommends courses of action to facility and market Executive Leadership Teams, Senior Executive staff, VISN transportation staff, and National VTP staff.
Chief Vision Officer regarding the VTP. Spearheads innovative approaches to accomplish missions, solve problems, respond to new policy, and implement higher quality of care in all facets of Veteran transportation.
Manages the Transportation Service under the Assistant Director within the VAMC by planning developing, evaluating, marketing, and directing key administrative activities in multiple programs related to transportation systems.
Supervisory Responsibilities and Activities
Incumbent functions with a high degree of independence, requiring initiative, integrity, creative problem-solving skills, and administrative/program management skills.
Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff
Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters.
The incumbent assures that all VTP staff obtains and maintains appropriate licenses, certifications, and training appropriate for each position
Liaising Special Projects
The incumbent serves as the primary liaison to sites within the Michigan Market regarding matters of Veteran transportation. Oversees the management of the Michigan Market Transportation Navigation Hub (TNH).
Provides executive level customer support and deconflicts resourcing disagreements between sites, which may involve communication with executive leadership teams at sister sites, VISN staff and executives, or National VTP staff.
Serves as the primary contact regarding Veteran transportation to a multitude of internal senior officials, external private industry vendors, non-profit organizations, state government officials, and federal, state, and local agencies.
Workforce and Position Utilization
Acts as a liaison with the Human Resources office, performs/coordinates personnel actions, maintains personnel-related records such as performance ratings, position descriptions, awards, and proficiencies for Veterans Transportation Service staff.
Provides guidance and assistance to the VTP Board of Directors, Executive Sponsor (Assistant Director) and staff on all personnel issues pertaining to VTP.
Represents VTP on committees and workgroups at a local, regional, VISN, or National level on an "as assigned basis".
Performance Improvement Programs
Analyzes and evaluates on a quantitative and qualitative bases the effectiveness of programs or operations in meeting established goals and objectives.
Directs and conducts studies, designs flow charts, analyzes findings, and makes recommendations for performance improvement programs related to the Medical Center's patient transportation program.
Work Schedule: Monday thru Friday, 8:00am-4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience with managing/analyzing budget.

Physical Requirements: Incumbent may be exposed to stressful working situations that will require a mature attitude, professional approach, and effective communication skills to overcome. The work requires no special physical demands but may require standing (sometimes for long periods), walking, climbing stairs, and bending. Work may require moderate lifting. May occasionally require working in extreme temperatures (hot or cold).
