This position is located at head of the Office of the Chief, Veterans Transportation Service (VTS) and regularly coordinates with other VISN 10 Health Care Systems within the Michigan Market, and will have significant interaction with the Michigan Market Centralized Dispatch call center. This position supervises and manages the Veterans Transportation Service, to include the Supervisory Mobility Manager and the Supervisory Beneficiary Travel Specialist and will report to the Assistant Director.

Duties

This position is a Veterans Transportation and Beneficiary Travel Supervisory Service Chief at the Battle Creek VA Medical Center coordinating with the local Battle Creek Mobility Manager, Supervisory Beneficiary Travel Specialist and the Mobility Managers within the Michigan Market and VISN 10 and their dispatch teams at VA facilities across the States of Michigan, Indiana and Ohio, for transportation workload, forecasting, scheduling, operations, quality improvement implementation. The coordination of transportation function is multi-facetted and diverse. The major areas of responsibility are: - Program Administration and Development - Supervisory Responsibilities and Activities - Liaising Special Projects - Budgetary and Financial Analysis - Workforce and Position Utilization - Performance Improvement Programs - Executive Casework and Correspondence The incumbent must have general knowledge of clinical services, related software, and programs as they relate to clinical computing and office automation. The Chief also is responsible for general program administration. The Chief demonstrates professionalism, integrity, transparency, and accountability with a work ethic that emphasizes excellence and quality. Program Administration, Innovation, and Development 45% Manages the VTP Program comprised of the VTS Section, Beneficiary Travel section, and Ambulance section at the facility. Acts as the primary decision maker on complex, unique issues that are not covered under standard policies. Orchestrates policy and procedures for transportation and travel for Veterans. Management Responsibilities and Activities 25% The incumbent functions with a high degree of independence, requiring initiative, integrity, creative problem-solving skills, and administrative/program management skills. Under the currently structure, this position oversees a department of 26.0 FTE, with direct management of: (1) Traffic Management Supervisor (GS-2130-11), (1) Supervisory Management Program Analyst (GS-0343-09). Budgetary and Financial Management Analysis 10% Manages the Medical Center transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center Associate Director, Medical Center Chief Financial Officer, and CBO VTP Program Staff, as appropriate, including critical budget areas and all Transportation program matters. Monitors budget allocation and execution to ensure that operating program objectives are met. Workforce and Position Utilization 10% Provides personnel management and administrative support for the Veteran Transportation Service. Acts as a liaison with the Human Resources office, performs/coordinates personnel actions, maintains personnel-related records such as performance ratings, position descriptions, awards, and proficiencies for Veterans Transportation Service staff. Performance Improvement Programs 10% The incumbent analyzes and evaluates on a quantitative and qualitative bases the effectiveness of programs or operations in meeting established goals and objectives. Manages the Medical Center transportation program quality assurance programs. Directs and conducts studies, designs flow charts, analyzes findings, and makes recommendations for performance improvement programs related to the Medical Center's patient transportation program. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
