This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent reviews and supports development of the Concept of Operations, a plan describing how a joint force commander may organize and employ forces in the near term in order to solve a current or emerging military problem.
Duties
As a CONCEPT OF OPERATIONS (CONOPS) ANALYST at the GS-0301-11 some of your typical work assignments may include:
Develops Concept of Operations (CONOPS) that represent the central idea, operational approaches, and concept required capabilities in joint concepts for the purpose of evaluation and development of joint force development and design recommendations.
Defines problems using a military design process and conducts mission analysis to develop possible CONOPS courses of action, which address the central problem, for senior leader approval.
Provides expert advice and analysis on joint concepts, CONOPS, and capabilities to senior managers within the Joint Staff, Combatant Commands, and Services regarding operational issues of major importance to the Department of Defense.
Contributes to a repository of ideas, articles, studies, reports and other documents within DOD, federal agencies, academia, and industry for possible inclusion into joint concept development activities.
Analyzes and synthesizes complex problems and supports the development of solutions to these complex problems using problem solving techniques to address and resolve issues.

- Incumbent may be required to travel from 5-10 nights per quarter or longer, if necessary, CONUS and OCONUS. Member must be willing and able to travel on military and commercial aircraft, vessels and/or vehicles.

Qualifications
You may qualify at the GS-11, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
Applying knowledge and assessment of methods of warfighting, capability trends and trajectories, joint warfighting operations and operational assessments.
Developing application of warfighting concepts and supporting papers and briefings clearly articulating agency or department positions on high level matters such as force posture, capabilities, indications and warnings, and authorities to shape investment decisions to execute these applications through writing and publishing documents.
Utilizing knowledge of friendly and adversary capabilities and forces from unclassified to compartmented levels and a rigorous understanding of doctrine, current operations, future operations, and intel projections.
Implementing skills and knowledge in Concept of Operations (CONOPS) development with focus on joint and multi-Service level strategies and future warfighting capabilities and approaches to shape the future of the Joint and Coalition Warfighter.
Planning, organizing, and integrating with teams from across departments to negotiate and develop coherent and meaningful recommendations.

B. I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;
OR
C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.)
To be considered for a Recent Graduate appointment you must meet the following requirements:
Complete all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution not more than two years before the date of the appointment; OR a person who has completed a period of obligated service in a uniformed service of more than four years, such term means a person who was awarded a degree not more than four years before the date of the appointment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
