This position is part of the Organization of the Joint Chiefs of Staff. The incumbent will be responsible for specialized work including annual development and weekly maintenance of a broad and comprehensive Joint Staff compartmented capabilities portfolio.

Duties

As a SENIOR CONOPS ANALYST at the GS-0301-15 some of your typical work assignments may include: Regularly inform the Vice Chairman of the Joint Chiefs of Staff and the Director, Office of Net Assessment (ONA) on emerging CONEMPs and the status of Critical Capabilities. Integrating CONOPS and CONEMPs into myriad analytic efforts, such as wargames (A warfare model/simulation that does not involve actual military forces but involves multiple players representing opposing sides. Builds and maintains a broad and comprehensive set of compartmented CONEMPs informed by exquisite intelligence in support of Joint Wargaming, Experimentation, and Concept Development for DoD and in concert with the wider intelligence community (CIA, NGA, NSA). Directs the critical management of compartmented information and serves as the principal liaison to support incorporating new technologies into future concepts that solve key military problems. Inform employees of available employee benefits, services and work-related activities. Intercede with the supervisor on behalf of the team to inform the supervisor of performance management issues/problems and to recommend/request related actions, such as: assignments, reassignments, promotions, tour of duty changes, peer reviews and performance appraisals.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position may require the employee to travel away from the normal duty station to include CONUS or OCONUS.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Testing the concept through analytic activities such as wargames, Table-Top Exercises (TTX), and analytic studies. Coordinating warfighting concepts issues up to the senior executive levels with regular briefings to Joint Staff Directors, Service Chiefs, the Chairman of the Joint Chiefs of Staff, and Senior OSD Personnel. Integrating CONOPS and Concept of Employment (CONEMPs) into myriad analytic efforts, such as wargames, TTXs, and analytic studies. Expert knowledge on tactics, techniques, and procedures, and capabilities being developed by countries such as the Russia Federation and the Peoples Republic of China. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
