About the Position: Serves as a senior Resource Management Specialist for the Army North G-8. Responsible for providing overall guidance and assistance to others relative to the Command's financial operations related to the Homeland Security (HLS) and Homeland Defense (HLD) missions assigned to ARNORTH.
Duties
Coordinates staff planning actions for Defense Support to Civil Authorities (DSCA) and HLD Contingency Plans, Operations Plans/Orders, and Execution Orders.
Facilitates and synchronizes execution of long-range and crisis action planning, operational plans, policies and programs to support ARNORTH Missions.
Performs expert analysis and interpretation of financial statements and reports
Manages system changes and administers policies to resolve any management and/or training problems related to the readiness of the G8 to deploy and carry out its assigned missions.
Trains/serves as G-8 staff member supporting the forward deployed DCE’s for training and real-world contingency missions
Responsible for the planning, preparation, and execution of all Operations and Maintenance Army (OMA), Official Representation Funds (ORF), Joint funding from Joint Staff (SIF /JTEEP ), and Operations Procurement Army (OPA).
Analyzes, interprets, and extracts financial data from various financial systems (e.g., Electronic Document Access (EDA) , General Fund Enterprise Business Systems (GFEBS), and GFEBS-SA, and Defense Agencies Initiative (DAI).
Responsibilities include funds control to assure that no over obligation or misuse of funds occurs thru use of daily, weekly and monthly reports and reconciliations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 2 Certified position.
- Incumbent will be required to deploy within the NORTHCOM AOR on short notice.
- Overtime and shift work may be required on short notice to include nights, holidays, and weekends.
- Incumbent will be expected to function in adverse climatic conditions and under intense physical and mental stress.
- Must be capable, upon completion of training, of unassisted donning of mission oriented protective posture (MOPP) mask, clothing and equipment, or equivalent clothing and protective equipment.
- Must be able to wear other personal protective equipment (PPE) or clothing such as boots, goggles, gloves, chemical mask and other safety equipment as required.
- As a pre-condition of employment, any and all incumbents of this position must pass a physical examination.
- Participation in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy.
- Employees may be required to wear an electronic pager and maintain a working telephone at all times.
- Must be able to obtain/hold a Secret Security Clearance. Failure to satisfactory complete any aspect of this process is grounds for termination.
- TDY up to 25% maybe required.
- A probationary period maybe needed.

Specialized Experience for the GS-12 : One year of specialized experience which includes assisting with long and short-range financial planning guidance in accordance with broad agency program policies and objectives; Advising on the formulation of budget and estimates to support plans, programs, and activities; Performing reviews to identify potential discrepancies, developing corrective action plans, documents, and/or monitor compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience for the GS-13 : One year of specialized experience which includes experience with budget and financial management policies, principles and techniques; Resolving critical financial/budget issues and recommending budget adjustments and defending resource requirements; Analyze, interpret and extract financial data from various financial systems in-order to prepare financial reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
