Duties

You will serve as the ASN (RDA) Liaison in support of Program Executive Office Command, Control, Communications, Computers, and Intelligence (PEO C4I). You will develop inter-agency stakeholder relationships specifically within ASN(RDA), OPNAV and DoD organizations. You will assist in the coordination of congressional requests for information and other legislative matters. You will coordinate with program offices across PEO C4I's portfolio to stay appraised of key programmatic issues, risks, opportunities and provide insight/recommendation on how best to engage stakeholders within the Pentagon and Washington Navy Yard. You will represent PEO C4I to senior DoD/ Navy leadership and coordinate closely with DASN IWAR and SMAAs. You will provide the Pentagon perspective/insight on how PEO C4I is preforming and recommendations for improvement. You will provide monthly feedback to PEO C4I Leadership team on status of key focus areas within OPNAV and ASN (RDA). You will develop in conjunction with PMW 750 and DASN IWAR, an engagement tracker/heat map to track where PEO C4I efforts are focused and drive any necessary changes to behavior. You will assist in the coordination of congressional requests for information and other legislative matters. You will provide a PEO C4I perspective in support of OPNAV and ASN (RDA) strategic initiatives to improve C4I cost, schedule and performance goals, and ensure alignment. You will provide direct support to Flag/General Officers and senior leadership at the Senior Executive Service (SES) level.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • This position requires a Secret clearance with the ability to obtain and maintain up to Top Secret/SCI.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing direct support to Flag/General Officers and senior leadership at the (SES) Senior Executive Service level, strong communications skills, experience with DoN Acquisition and Resourcing and good organizational skills are a necessity for this position.
