The primary purpose of this position is to serve as a senior information technology (IT) specialist performing work involving the design, documentation, development, modification, testing, installation, implementation and support of new or existing software and planning, development and administration of systems for the acquisition, storage and retrieval of data.

Duties

1. Responsible for the design, development, installation, test, implementation, modification, documentation and follow-up maintenance of systems software. 2. Serves as expert planner, analyst and advisor for data management. Serves as technical advisor to management, responsible for evaluating and providing recommendations of new database technologies and architectures and/or developing and administrating data standards, policies, and procedures. 3. Participates as an expert on software, hardware, communications and new technology. Performs feasibility studies which involve evaluating proposals regarding modification or replacement of current software or hardware and development or acquisition of new technology. 4. As an IT expert, provides consultation and instruction. Advises functional area users on database and file accessing techniques, search strategies, processing and space utilization efficiencies, database security procedures, backup and program recovery techniques. 5. Judiciously manages the acquisition, development and implementation of new technology. Manages all aspects of new or modified information systems, subsystems or equipment items to meet cost, schedule, performance and supportability criteria.

  • Incumbent is required to achieve and maintain foundational and residential qualifications in the specified Department of Defense Cyber Workforce Framework (DCWF) work roles/proficiency levels, IAW DAFMAN 17-1305.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the 2210, Information Technology (IT) Management Series, 2210 (Alternative A). SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within a field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level (GS-11), pay band (NH-02) or equivalent. Specialized experience is described as work that involves the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software; and work that involves the planning, development, implementation and administration of systems for the acquisition, storage and retrieval of data AND have IT related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. IDEAL CANDIDATE: Have certifications in Software Developer and Database Administration. Proficiency in automating and optimizing processes. Ability to decompose complex processes into understandable components. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of and skill in applying a wide range of software and data analysis concepts and techniques, IT application software concepts, design principles, methods, practices and approaches. 2. Extensive knowledge of operating system theories and concepts, the interrelationships of multiple IT disciplines and the operating environment. 3. Extensive knowledge of database management systems, operating systems, technical architecture and network topology sufficient to diagnose and resolve the most complex database management problems and issues. 4. Broad knowledge of information technology processing standards and policies and familiarity with acquisition procedures sufficient to advise program manager(s) of information technology projects. 5. Broad knowledge of IT security principles and methods sufficient to recognize violations. 6. Knowledge of computer requirements and techniques in carrying out project assignments consisting of several tasks simultaneously; as well as documenting technical methods and procedures, to sufficiently lead design teams required to develop products to meet customers' needs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
