About the Position: Management may select at any of the grade levels announced: GS-12, and/or GS-13. If selected for a developmental grade level, this recruitment provides promotion opportunity to the target grade of the position without further competition (non-competitive promotion potential).

Duties

Advise senior officials on mediation program requirements as outlined in EEOC, DOD, and DA regulations and directives. Administer the informal and formal EEO Complaint ADR program IAW EEOC and Army regulatory requirements. Provide program development, administration, evaluation and advisory functions to leadership. Prepare the EEO counselor’s report and ensuring appropriate closeout of informal processes including data updates in (EEO-ETK). Counsel and process individual and class complaints of discrimination, charges of reprisal, coercion, intimidation and harassment using traditional counseling methods within established time limits. Analyze complaints for technical sufficiency, drafts acceptance or dismissal of the complaint and ensures regulatory processing through investigative and post-investigative stages. Coordinate training activities to increase awareness and understanding of Alternative Dispute Resolution (ADR).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time or less.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). GS-13 Specialized Experience: One year of specialized experience equivalent to at least the GS-12 grade level in the Federal service which includes 1) Utilize complaint tracking systems and/or Equal Employment Opportunity (EEO) and personnel information systems such as Entellitrak System(EEO-ETK); 2) Provide training and/or briefings to managers, supervisors, and employees on the EEO complaint process and related disciplines; 3) Create statistical reports; 4) Advise officials on mediation program requirements ensuring compliance with applicable laws. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
