About the Position: The primary purpose of this position is to serve as operations program specialist responsible for programming and planning in support of operational plans, exercises, events, inspections, certifications, and audits. Recruitment, relocation and/or retention incentives MAY be offered for this position.

Duties

As a Program Analyst (Operations), you will perform the following duties which is not an all-inclusive list: Plans, organizes, coordinates, and tasks organizations for personnel, equipment, and/or facilities in support of operations, i.e., ceremonies, exercises, contingencies, emergencies, ceremonies, special events, and mobilization. Receives requests, develops and publishes Operational Orders (OPORDs) and conducts In Progress Reviews (IPRs). Conducts an After Action Review of operations, events, incidents and exercises to obtain lessons learned by obtaining and analyzing feedback to improve future events. Identifies and prepares read ahead documents, tracks and manages suspenses and follows up with action officers or POCs across all units assigned to Fort Leavenworth. Attends and coordinates weekly sessions for calendar updates with tenant organizations as required for the purpose or coordinating calendar requests and providing specific information on scheduled monthly events. Serves as analysts and advisors to management on the evaluation of the effectiveness of programs and operations or the productivity and efficiency of Force Protection Programs. Gathers time sensitive information, prepares reports, and conducts analysis to determine appropriate disposition of the information. Reports to and provides direct support to the Emergency Operations Center (EOC) when the EOC is activated due to emergency, mobilization, or exercises. Assists in providing central coordination of ongoing actions. Assists specialists with the daily operation of the 20 firing point rifle/pistol familiarization/zero range in accordance with established policies and procedures. Assists with the coordination of the scheduling for quarterly Range/Training Area Conference.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This is a Drug Screening position.
  • "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • Work is performed in an office setting, with periodic inspection/visit and working on an outdoor Small Arms Range Facility, Land Navigation Site, Chemical, Biological, and Radiological, Nuclear and Explosives (CBRNE)chamber.
  • This position has a requirement to lift up to 10 lbs. in the regular performance of duties.
  • Trips out side the office are required for coordination and use of facilities. Some outdoor events in improved areas require assessing the area and performing work in an outdoor setting.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
  • This position requires the incumbent to work on an intermittent or unscheduled, on-call basis.
