Duties
As a Program Specialist you will:
Provide the full range of business services in response to the specific needs of the organization.
Provide personnel management administrative support to a serviced organization.
Contribute to the development, enhancement, and improvement of administration and operations of the organizations internal/ external systems, operating policies, planning, internal controls, assessments, and reporting requirements to promote process and business delivery improvements; enhanced customer service; and sustained efficient and effective strategic business operations.
Oversee property management.
Conduct the purchase of a wide variety of specialized supplies, equipment, and services needed to support the operations of the organization using the Integrated Contracts Expert.

Minimum Qualifications:
To qualify at the GS-11 grade level, you must have at least one year of specialized experience at or equivalent to the GS-09 grade level, which must include the following experience: providing administrative and technical support, including providing support in areas such as procurement, records management, and travel.
have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related from an accredited college or university.
Or
have a combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
