The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high potential candidate; it is not a continuing position and assignment duration is limited to 36 months.
Duties
DUTY 1:
In a Career Broadening capacity, conducts Portfolio Management to ensure IT investments are effective, efficient, and linked to strategy. Meets with SAF/CN senior leaders to assist in the oversight of 2,078 IT investments valued at $7B across all DAF mission areas. Leads and coordinates the assessment of IT investments annually using selection, control, and evaluation reviews. Draws on IT systems development and management experience and Enterprise Architecture (EA) understanding to conduct analyses, identifying capability duplication and/or capability shortfalls. Assists in the publication of standardized Portfolio Management/CPIC compliance guidance for all stakeholders. Assists functional business owners in developing required systems investment proposal documents, including initiative charters and schedules.
DUTY 2:
In a Career Broadening capacity, coordinates with organization-level portfolio managers, system program managers and Headquarters Air Force (HAF) IT compliance subject matter experts to ensure systems and investments comply with applicable laws, regulations and policies. Ensures Air Force IT Budget reporting and Department of Defense Chief Information Officer Ratings Process for the Federal Information Technology Dashboard complies with legal and regulatory requirements and meets customer needs. Develops roadmaps, goals and objectives that integrate organization's portfolio management, governance, mission area integration, and strategy and policy. Researches, interprets, analyzes and applies Air Force, Department of Defense, and other guidelines, policies, and regulations. Recommends policies and procedures for execution of Air Force Federal IT Dashboard reporting. Prepares, reviews, and coordinates legislative planning documents. Research information, collects data, develops and presents proposals to senior leaders on Congressional interests. Provides primary expertise in assigned compliance area(s) and coordination with appropriate external offices (e.g., SAF/MG, SAF/LL, and SAF/FM). Develops processes to maximize IT investment compliance with laws, regulations, and policies, focusing on ensuring compliance requirements are considered as early as possible to minimize the incidence of compliance violations within the IT portfolio and/or sub-portfolios.
DUTY 3:
In a Career Broadening capacity, plans, organizes and directs the evaluation, review, analysis, and assessment of solutions to a variety of complex programmatic information technology architectural and acquisition problems, issues, and studies. Manages all assigned program activities for IT capabilities in accordance with DoD policies and directives, including capability certification, capability management and making transformative information technology productive. Recommends courses of action, suggests program changes and develops improvements. Develops and documents alternative choices to the extent indicated for the information technology challenges at hand or as requested by higher authorities. The Career Broadener recognizes the significance of findings and their potential implications on the Department of the Defense, and works with other agencies regarding the findings and implications. Initiates refinement or extension of studies as a basis for analytic research studies and projects to evaluate efficiency and to assess the optimum allocation of resources to achieve overall AF IT portfolio goals.
DUTY 4:
In coordination with senior stakeholders both inside and outside the SAF/CN organization, develops and continually improves IT governance and service strategy development processes to ensure effective and efficient review and approval of candidate investments. Provides input to and support for special studies and associated initiatives for the improvement of IT delivery processes the AF business mission area. Serves as SAF/CN liaison to other AF IT governance entities, providing guidance on technology-related topics as appropriate. Briefs and prepares SAF/CN senior leaders for participation in IT-related governance forums and meetings. Assists in providing administrative support to regular and ad hoc SAF/CN sponsored governance meetings to ensure they are managed efficiently and effectively. Serves as SAF/CN advocate and spokesperson to OSD and other investment decision-making bodies. Represents SAF/CN at meetings with DoD/Service CIO, including, but not limited to, OUSD(P&R), DoD CIO, DoD DCMO, the AF Deputy Chief Management Officer organization within SAF/MG, SAF/FM and SAF/MR. Advocates for SAF/CN and AF interests, building consensus for common directives/policies across functional and technical communities.

- This position must be able to obtain and maintain a Secret security clearance.

- TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
- Work may occasionally require travel away from the normal duty station. The employee may be required to travel on military and commercial aircraft.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Completion of a bachelor or advanced degree in STEM or cyber-related discipline is highly desired.
- Completion of grade-appropriate Professional Military Education is highly desired.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Experience that demonstrated accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising management concerning major aspects of ADP system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of application of laws, policies, regulations, and practices related to IT portfolio management and CPIC for business systems.
Knowledge and experience with strategic planning methods, concepts, strategy development and performance management as they relate to IT service delivery.
Knowledge and experience in information technology portfolio management, enterprise architecture, and implementation lifecycle of custom software systems and commercial off-the-shelf (COTS) systems.
Knowledge and experience with conducting business case analysis and evaluating project proposals against financial and non-financial factors.
Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force and organizations that govern, interface with, and/or influence the planning and requirements process and information management capabilities.
Skill to plan and organize the aspects of development, production, and system investment decision-making and to coordinate various aspects of planning and requirements such as enterprise architecture, IT portfolio management, financial management, and contracting.
Knowledge of Federal regulations which apply to information technology and information services management such as the Clinger-Cohen Act; the Federal Information Security Management Act; and Section 2222 of Title 10, United States Code.
Knowledge of the Financial the Planning, Programming, Budget and Execution System.
Ability to communicate effectively with senior leaders across the DoD and Air Force functional and technical communities both orally and in writing. All oral and written communications always clear, concise, and with technical accuracy.
