Duties
You will serve as advisory and Counsel to the Program Manager and other key management officials on property accountability and supply.
You will assist in the management and decision-making process within the supply and Property Management Program.
You will serve as team lead and primary point of contact for the Supply and Property Management Program.
You will frequently represent BUMED HQ in meetings on matters pertaining to property accountability.
You will develop, analyze, evaluate, and promote improvement in regulations, directives, and procedures pertaining to supply and property accountability.
You will prepare policies, regulations, and procedures in accordance with regulatory guidance.
You will advise, develop, prepare, and recommend supplemental policy and program instruction affecting organizational operations in the areas of logistics and property management.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Developing, analyzing, evaluating, and promoting improvement in regulations, directives, and procedures pertaining to supply and property accountability;
Advising, developing, preparing, and recommending supplemental policy and program instruction affecting organizational operations in the areas of logistics and property management;
Developing, promoting, coordinating and improving supply and property accountability program that includes the development and implementation of local policies and procedures;
Utilizing supply and property accountability program procedural processes, pertinent regulations, policies, practices and precedents that affect the use of supply and property accountability programs to make decisions;
Analyzing, planning, scheduling and coordinating the nature, sequence and time of actions to develop and manage the property accountability and program events for assigned programs; AND
Using concepts such as planning/forecasting, conducting and documenting a variety of related studies and reports, including finding conclusions, and recommendation, and support them as necessary by graphs, charts, tables, and other devices for presenting data.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Utilizing basic statistical, accounting, budgeting and economic principles techniques to plan long-range logistics improvement programs, program resources for executing current programs;
Formulating planning on how to accomplish projects after approval and proceeding w/procedures to complete assignments within prescribed timeframes; AND
Developing project goals, objective, plans and processes to identify, coordinate and analyze selected requirements for funds, manpower, facilities, supplies, training, and maintenance to assure successful implementation of integrated logistics technology applications.

Education
SUBSTITUTION OF EDUCATION: Applicants may substitute the following education for the required experience, provided
it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successful completion of a Ph.D. or equivalent doctoral degree (must be related)
Or Three "3" full years of progressively higher level graduate education leading to such a degree (must be related).
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
