About the Position: Serves as the Chief, DNA Division, US Army Criminal Investigation Laboratory (USACIL). This position is responsible for a highly specialized program area. Responsibilities are supplemented by overall discussion concerning broad development objectives, priorities and major problems involving processing of assigned casework.

Duties

Provides administrative and policy direction regarding broadly defined missions and functions of full forensic services. Provides technical oversight of forensic biologists. Independently plans work to be accomplished by subordinates; sets and adjust priorities and prepares schedules for completion of work in accordance with USACIL strategic plans, missions, visions, and values. Monitors work and evaluates completed work. Develops employee performance standards and makes formal and informal appraisal of work, giving advice, counseling, coaching, and/or instructions to employees as required. Takes disciplinary measures, such as warnings and reprimands. Identifies developmental and training needs of employees, provides or arranges for needed development or training in order to meet Branch and USACIL requirements. Defines and sets long-range strategic DNA forensic research goals and objectives. Directs a major forensics program with significant resources.

Requirements

  • Drug testing is required. Must comply with Drug Abuse Testing Program requirements. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Travel for extended periods of time will be required in response to crime scenes, courts and life-cycle training worldwide. Travel is 15%.
  • Must be able to secure and maintain a SECRET Security Clearance.
  • Pre-appointment physical required.
  • Special requirements include wearing protective equipment (e.g., respirators, safety glasses, etc.)
  • Must participate in DNA profiling database within the USACIL.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience Requirement: To qualify as a Supervisory Biologist (Forensic Examiner), applicants must also meet the specialized experience requirement. Specialized experience is defined as at least one (1) year of experience equivalent to the GS-13 grade level in the Federal Service serving as technical expert in the area of forensic DNA analysis, providing technical support as necessary for the accomplishment of the laboratory mission by obtaining forensic information from evidence and material as necessary to provide DNA information used in court proceedings worldwide. You will be evaluated on the basis of your level of competency in the following areas: ForensicsHuman Resources ManagementTeaching OthersTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
