About the Position: Position serves as the Scientific Manager, reporting to the Assistant Director of the US Army Criminal Investigation Laboratory (USACIL), an organization that provides forensic laboratory and technical investigative support services to the military criminal investigative agencies of the US Department of Defense (DoD) worldwide.

Duties

Serve as the DOD subject matter expert and advises USACIL Assistant Director, ISO all forensic science disciplines, forensic standards and programs impacting USACIL and its forensic support to Army and DoD entities. Responsible for training/readiness and evaluation of all personnel staff. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Exercise full supervisory responsibilities for military, DA civilians, and contract personnel assigned. Establishes, directs and maintains adherence to professional standards and laboratory accreditation procedures. Makes decisions on work problems presented by subordinate chiefs and supervisors. Conducts liaison with personnel within the activity as well as with external Headquarters Department of the Army (HQDA), DoD, federal, and state agencies on behalf of the USACIL Assistant Director.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • DRUG TESTING: Position is subject to random drug testing IAW AR 600-85. Applicant selected for movement into positions covered by the Alcohol and Drug Abuse Prevention and Control Program
  • Must sign DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment and periodically thereafter.
  • This position is designated Critical Sensitive requiring the incumbent to obtain and maintain a Top Secret security clearance.
  • Must participate in DNA profiling database within the USACIL.
  • TDY in excess of 25% may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement: In order to qualify for this position, you must meet educational requirements for one of the following occupational series included in this Supervisory Interdisciplinary (Scientific Manager) position: 0401 Biology Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. 1301 Physical Science Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. Combination of Education and Experience: Courses equivalent to one of the majors, as shown above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. 1320 Chemistry Bachelor's degree (or higher degree) in the physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics. Combination of Education and Experience: Course work equivalent to a major in the physical sciences, life sciences, or engineering, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes maintaining staff supervision, overseeing technical branches mission assignments; Assigning work to subordinate supervisors; establishing goals and priorities; evaluating results; and maintaining control through reviews, briefings, reports, or observations to identify where program adjustments are needed to meet mission requirements. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
