This position is located in the Office of the Assistant Secretary for Administration and Management's (OASAM), Workplace Equality Compliance Office (WECO). WECO is responsible for conducting impartial inquiries specific to complaints of workplace harassment, administering the Department's alternative dispute resolution program and managing the Department's reasonable accommodation program.
This position is Supervisory and outside the bargaining unit.
Duties
Major duties at the GS-15 level include but are not limited to the following:
Supervise and manage branch supervisors handling harassing conduct complaints and inquiries, ADR and the reasonable accommodation programs.
Drive efforts to develop innovative strategies that advance the Department's EEO and diversity, equity, inclusion an accessibility (DEIA) goal.
Establish procedures for evaluating cost-benefit analysis, budget controls and data-gathering methods to inform planning decisions, and oversee the modernization of the agency's long-range framework and processes.
Assess program performance, evaluate different approaches, identify delivery issues, create measures, monitor processes, set milestones, and develop strategic action plans for compliance.
Develop and advise on program studies, strategic assessments, best practices, and alternative solutions to support workplace harassing conduct prevention, ADR and reasonable accommodation efforts.
Build and maintain partnerships with internal and external stakeholders and lead or facilitate cross-agency brainstorming and focused planning sessions.
Develop and implement strategic plans, oversee change management, manage cross-agency projects, and handle program and policy changes.
Define and coordinate new programs and initiatives, work strategies, and process improvements to build and inclusive culture, enhance diversity, advance equity, accessibility and achieve core mission goals.
Represent the agency in decision meetings, conferences and other outside forums and provide briefings to senior leadership.
Write new policies, methodologies, supplemental guidance and procedures for use by others as it pertains to the division's mission requirements and objectives.

Qualifications
You must meet the Specialized Experience to qualify for Equal Employment Manager, as described below.
For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying examples of specialized experience for GS-15 includes:
Experience applying equal employment opportunity concepts, principles, statutes, regulations, and policies to provide authoritative advice to management officials on the impact of regulations and agency policies for reasonable accommodations for employees and applicants, procedures for preventing and eliminating harassing conduct in the workplace and the Rehabilitation Act of 1973, as amended.
Experience in developing and implementing new business approaches and assessment methodologies within an organization to include evaluating the impact of various approaches on complex issues related to workplace harassment investigations, alternate dispute resolution processes and reasonable accommodation requests.
Experience applying managerial and technical equal employment opportunity knowledge and skills sufficient to plan, organize, direct, and evaluate an effective equal employment program and its goals.
Experience in using oral and written communication skills to inform, advise, persuade, and present actions, including analyzing conflicting data, summarizing recommendations or program changes, considering different perspectives, and explaining the reason for acceptance or rejection.
