You will serve as a MANAGEMENT ANALYST in the CAREER MANAGEMENT DEPARTMENT of NAVY PERSONNEL COMMAND.

Duties

You will serve as assistant, technical expert, analyst and advisor on issues related to the management and delivery of distribution and placement of Naval Officers. You will oversee military personnel assignment and placement functions and resolve issues concerning divisional processes, procedures and policy interpretation. You will interface with various commands and centers regarding budgets, officer community inventory, requirements, authorizations, training requirements and opportunities. You will develop compile, track and analyze metrics associated with officer detailing, placement, and administrative screening boards. You will conduct case reviews and provides recommendations for Board of Correction of Naval Records and Congressional Inquiries.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising divisions on issues related to military personnel distribution and placement functions; 2) Designing, organizing and conducting analysis to assess the effectiveness of personnel distribution and placement processes and procedures; 3) Initiating and managing project teams to meet identified goals and objectives, expedite recommendations and provide issue resolutions; and 4) Extracting data from Navy human resource information systems to create manning statistical reports and respond to program inquiries.
