You will serve as a SUPERVISORY MANAGEMENT ANALYST (DEPUTY TECHNICAL DIRECTOR) of NAVYMPWANALYSISCTR.

Duties

You will formulate strategic program plans to access Navy manpower management policy and programs feasibility and includes realistic short and long-term goals and objectives. You will deliver consulting and advice on resource investments, budget planning, budget execution, and financial health of an organization. You will establish or maintain a knowledge management program to capture the knowledge and skills of a highly volatile workforce. You will direct command financial management programs and serve as advisor to the command leadership on matters pertaining to resource investments to ensure effective program execution. You will provide guidance and direction to Navy Manpower Information Systems (NMIS) Enterprise Information Management (EIM)/Data Steward for all NMIS business. You will provide comprehensive advice to management and various groups regarding manpower requirements management issues.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying management and administration of large adaptive Information Systems delivery of essential support functionality; 2) Mastery knowledge and skills in applying financial management and budgeting concepts, principles, and techniques to support complex programs; and 3) Utilizing qualitative and quantitative analysis to identify, interpret, and deliver problem resolution recommendations. .
