The position is located U.S. Trade Representative. The incumbent serves as a Paralegal Specialist, managing and coordinating legal support activities necessary to assist USTR Attorneys. Promotion to the next highest grade level is neither guaranteed nor implied.

Duties

As a Paralegal Specialist, GS-950-11, your typical work assignments may include the following: Responsible for managing and coordinating legal support activities to assist Unites States Trade Representative (USTR) attorneys prepare for trade litigation. Assists USTR attorneys in conducting, accessing, or organizing research and institutional knowledge with respect to non-litigation matters. Assists in litigating attorneys to prepare for hearings and oral arguments by assembling and arranging case files, documents, and exhibits. Plans and organizes other research or institutional knowledge projects as needed to assist with legal analyses carried out by the General Counsel's Office. Coordinates with litigation support personnel in the U.S. Mission in Geneva on WTO filings and related recordkeeping. Tracks USTR actions in Section 301 investigations and compliance with statutory deadlines, including through public notices, organization and analysis of public comments, and public hearings.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. AND You may qualify at the GS-11 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-9 grade level in the Federal service or equivalent experience in the private sector. Specialized experience is defined as: 1) Leading and coordinating work of legal technicians and administrative staff; AND 2) Interpreting and applying guidelines in non-routine situations; AND 3) Familiarity with trade law and trade law practices. OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
