About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the on historic Fort Liberty in Fayetteville, North Carolina. Fort Liberty is the home of the national premiere Special Operations and Airborne Forces.
Duties
Senior Targets Intelligence Analyst responsible for detailed intelligence analysis of a specific regional geographic or functional area and responsible for solving difficult and complex analytical problems.
Performs as a targets project officer for routine, special access program, and compartmented projects, operations, and exercises.
Conducts all-source analysis in support of the preparation of target intelligence packages, enemy vulnerability assessments, and collection / target methodology plans.
Develops in-depth intelligence analytical assessments to determine best methodology to counter enemy threat forces or technology in proximity to an operational objective area.
Represents the Command during coordination and liaison with counterparts throughout the national intelligence community.
Requirements
- Must be able to obtain and maintain a Top-Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- This position is Deployable and is expected to travel OCONUS on a regular, rotating basis and/or on short notice. This position may require Temporary Duty (TDY) to various locations approximately 30% of the time.
- May be subject to short notice recall. Must reside within 50-mile radius of duty location.
- May be required to work uncommon tour of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.
- Position requires duties to be performed under austere and potentially hazardous conditions during exercise and deployment operations. May be required to deploy into areas in which hostile action may occur.
- Must complete specific training, physical, and immunization requirements as appropriate for outside the continental United States (OCONUS) deployments.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial period may be required.

Experience with All source analysis in support of the preparation of target intelligence packages, enemy vulnerability assessments, and/or collection/target methodology plans. AND
Experience conducting all-source analysis to generate intelligence requirements, task intelligence resources, or validate intelligence information.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).

This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
