As a Management and Program Analyst, you will oversee the establishment of IT Blanket Purchase Agreements (BPAs) in coordination with the IT Procurement Office, administer BPAs across all phases, collaborate with organizations to define supportive workflows, complete performance evaluations in CPARS, and create educational materials for contract understanding.

Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Lead and strategize the establishment of Information Technology Blanket Purchase Agreements (BPAs) in coordination with the IT Procurement Office, ensuring alignment with organizational goals and objectives. Conduct Comprehensive Analyses of historical purchase data to identify trends and recommend strategic implementations of BPAs that maximize governmental efficiency and cost-effectiveness. Oversee the Full Spectrum of BPA administration, including pre-award, performance monitoring, and post-award activities, ensuring compliance with all relevant regulations and policies. Collaborate with Senior Leadership and external stakeholders to design and refine workflows and processes that facilitate the seamless adoption and integration of BPAs. Perform and Review Detailed Performance Evaluations of Contractors, ensuring accurate and timely submissions in the Federal Contractor Performance Assessment Reporting System (CPARS), and providing actionable feedback. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
  • Duty location will be determined upon selection but must be at one of the locations indicated within the announcement.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. GS-13: To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level: Assisting in the preparation, review, and administration of contracts and procurement documents, ensuring compliance with organizational policies and legal requirements; Collecting, organizing, and performing initial analysis on data to support decision-making and report generation; Assessing contractor performance to ensure compliance with contractual terms, timely delivery, and quality standards, and taking corrective actions as needed. GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level: Developing and executing procurement strategies, conducting market research, drafting solicitations, evaluating proposals, and/or negotiating contracts to ensure acquisition of goods and services; Collecting, organizing, and/or performing initial analysis on data to support decision-making and report generation; Overseeing and assessing contractor performance to ensure compliance with contractual terms, timely delivery, and quality standards, and taking corrective actions as needed.
