The primary purpose of this position is to manage Capital Investment Program. Responsibility for planning, directing, organizing, and exercising control over the Capital Investment Program (CIP) financial plannings and execution, budget administration, and providing to industrial engineering technicians and service contract specialist.

Duties

This position is a developmental (e.g.: GS-11 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-11). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected." Plans, organizes, and oversees the activities of the Capital Investment Program (CIP). Directs EMXG in the management of the Capital Investment Program (CIP). Represents the EMXG in management of the Capital Investment Program (CIP). Provides advice and assistance to personnel developing requirements, designing, procuring and budgeting, to effectively meet current and long-range program goals and objectives. Works to achieve and support quality improvement in all products and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, 0301. . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE AT THE GS-11 Level: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Capital Investment Program (CIP) programming principles, practices, procedures, and regulations applicable to developing, prioritizing, justifying, and procuring new or refurbished equipment or facilities supporting the EMXG production mission. CIP includes production equipment, automatic data processing equipment (ADPE), and minor construction projects. Knowledge and skilled in applying these principles to execute in an efficient and effective program for EMXG. Knowledge of the Warner Robins Air Logistics Complex (WR-ALC), its related programs and mission of the installation and MAJCOM. Knowledge of the financial system to the extent of developing purchase documents for requirement and for tracking expenses until obligations are liquidated. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work requires frequent trips to participate in meetings on Robins AFB with DMAG customers, financial managers, and procurement. Area visits may be necessitate extended periods of standing and walking. WORK ENVIRONMENT: The work is primarily sedentary and located in an area that is adequately ventilated, cooled, heated and lit. May require travel.
