Summary:
The primary purpose of this position is serve as the Civilian Harm Mitigation and Response (CHMR) Officer and program manager for planning, organizing and determining necessary policies, regulations, directives, doctrine, and procedures for Incumbent is to synchronize CHMR into Security Cooperation Programs and military operational planning considerations with allies and partners across Special Operations Command Central (SOCCENT). within headquarters United States Central Command (USCENTCOM) and all lateral component headquarters within the USCENTCOM command and control structure.
Duties:
Civilian Harm Mitigation and Response Action (CHMR) Officer will be lead advisor for CHMR efforts across the Special Operations Command Central.
Leads all CHMR Initiatives for SOCCENT conducting extensive research, reviews, and analysis of submitted CHMR requirements and provides planning and programming decisions to SOCCENT senior leadership.
Leads working level contacts for the CHMR Steering Committee, integrates CHMR concerns into the command's training, planning, programming, and policy matters, prepares briefings, presentations, and decision memoranda to support deliberations and decisions by senior management on CHMR issues.
SOCCENT CHMR Action Officer develops, monitors, and completes DoD initiatives, goals and actions issued by the President, SecDef, and Congress, representing SOCCENT in a multitude of meetings, discussions, and working groups.

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed. Safeguards sensitive budget-related information and/or files.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment."
Work may frequently require travel away from the normal duty station by military or commercial aircraft in TDY status. Deployment to combat and non-combat field or shipboard locations may be necessary to provide on-site assistance during deployment operations.
LAUTENBERG AMENDMENT. This position is covered by the Domestic Violence Misdemeanor Amendment (30Sep96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge of CHMR policy, directives, instructions, and guidance as it relates to Joint Force development, readiness, operational planning, and support of DoD and other USG department and agency operations and programs; mastery level knowledge of the laws, conventions and agreements which govern warfare to determine the need for doctrinal changes, conduct research and analysis of doctrine, develops concepts, and mission needs statements, analyze the validated threat and projected threat environment, determine, and provide advice and assistance on CHMR as the subject matter expert; expert knowledge of the various aspects of Special Operations to include knowledge of Unconventional Warfare, Counterterrorism, Civil Affairs, Foreign Internal Defense, Counterinsurgency, Countering Weapons of Mass Destruction, Foreign Humanitarian Assistance, Direct Action, Special Reconnaissance, Preparation of the Environment, Military Information Support Operations, Security Force Assistance, and Hostage Rescue and Recovery in order to comprehend, analyze, and take action needed to ensure personnel involved with special operations are gaining the knowledge they need to effectively accomplish their jobs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to the training of personnel involved with special operations. Expert knowledge of and experience in United States Special Operations core tasks, roles, missions, and functions and how they synchronize within the whole of government.
Knowledge in one or more of Special Forces Core Activities: Special Reconnaissance, Unconventional Warfare, Counterterrorism, Foreign Internal Defense (FID), Counter-proliferation of Weapons of Mass Destruction, Counterinsurgency, Joint Doctrine/C2 structure; Military Information Support Operations (MISO), Civil Affairs (CA) Operations; Irregular Warfare.
Knowledge of Special Operations capabilities, and systems and procedures of the other key national agencies interacting with USCENTCOM, National Strategy, National Military Strategy; USSOCOM organization, roles, and missions; NATO, Coalition and SOF, and Joint/Combined/Coalition capability development activities.
Extensive and detailed knowledge of DOD, Joint Operations, Military Services, Combatant Commands, and unified command structure and relationships, policies and procedures, principles of Security Force and Security Assistance and related programs.
Skill in communicating effectively, both orally and in writing and establishing and maintaining positive contacts and working relations to negotiate complex issues at the highest levels of DOD, ASD-SOLIC, the Joint Staff, Combatant Commands and similar service components. Ability to interpret high level guidance plans, organize ideas, and work with others to translate into appropriate Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities and Policy (DOTMLPF-P) strategies and programming.
Ability to interpret and research frequently conflicting guidance from multiple sources, transforming it into clear, concise, and easily understood guidance; gather data, assemble, and analyze facts, conduct analysis, and draw solutions to problems; create alternative solutions to complex problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
