This position is located in the Department of Defense Office of Inspector General (DoD OIG); the Inspector General reports directly to the Secretary of Defense and Congress. The incumbent serves as the Director, Strategic Planning under the supervision of the Assistant Inspector General for Strategic Planning and Performance (AIG SPP).

Duties

Responsible for strategic planning efforts; coordinates annual publications and other internal strategic planning activities; develops and monitors organizational performance measures; and develops written engagement strategies and planning guidance. Develops and executes a continuous, independent study and research program based on guidance, to identify and develop a detailed understanding of national security issues, risks, and initiatives critical to success. Identifies gaps or redundancies in OIG oversight coverage based on independent research and input from senior leaders and oversight organizations. Leads complex projects that integrate efforts to improve agency performance and effectiveness of organizational planning to achieve organizational goals. Advises working groups and subordinates to share best practices, ensure projects stays within scope and schedule, and collaborates with management to implement recommendations. Ability to persuade others to recognize the long-term strategic value of initiatives; provides alternative solutions; and effectively presents recommendations, comply with applicable standards, and consider all relevant factors.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as security designation level Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.
  • Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
  • You may be required to complete a financial disclosure (OGE-450).
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • If you have not previously completed a probationary period with the Federal government in a similar position, you will be required to serve a two-year probationary period.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or equivalent or higher grade, in the Federal Service. Specialized Experience: You must have at least one year (52 weeks) of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service. Specialized experience working with leadership at the organizational/agency-level headquarters and leading cross functional teams to develop and implement an organization's vision and mission; developing and implementing engagement strategies and work plans; using data to evaluate performance and identify risks; leading organizational reform initiatives; and effectively communicating using written products and verbal briefings. Proficient in use of IT applications to effectively present information, analyze data, and manage projects. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
