The primary purpose of this position is to serve as a Security Specialist, NH-0080-2, with the responsibility to protect the organization from espionage, terrorism, and threats of unauthorized disclosure and or compromise of information considered vital to mission interests, national defense, and national security by serving as a security specialist.

Duties

Administer the Industrial Security Program as directed supporting DoD and SAF/AQ Special Access Programs (SAP). Administer the Information Security Program as directed supporting DoD and SAF/AQ SAPs. Administer the Personnel Security Program as directed for the unit. Administer the Physical Security Programs as directed supporting DoD and SAF/AQ SAPs

  • PHYSICAL REQUIREMENTS - The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORK ENVIRONMENT - The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lighted, heated and ventilated.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in assist with the responsibility of protect the organization from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information considered vital to mission interests, national defense and national security by providing special access program (SAP) security functions in support of the organization. Participates in the administration and implementation of the Special Access, Industrial, Information, Personnel, Physical and Operations security programs as a member of the organization's SAP security management team.; acquire and use knowledge of the basic principles, concepts, policies, practices, and methods of security administration; perform elementary developmental and procedural functions; assist other security specialists and/or perform highly structured, independent assignments such as: 1)Reviewing requests for personnel or facility security clearances to assure that all required information is provided, requesting missing information from the originators, and granting clearances when derogatory information is absent 2) Reviewing reports of personnel investigations to identify the presence or absence of derogatory information and, with more experienced specialists, reviewing the impact of various kinds of derogatory information on the granting, denying, or revoking of security clearances. 3) Assisting experienced specialists in conducting onsite physical or industrial security inspections or assistance visits and assisting in the evaluation of findings and development of recommendations for changes. Or 4) Reviewing requests for information security guidance or assistance, identifying the nature of issues involved, and researching guidelines to identify the general policies and procedures that apply to their solutions.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed 4-years above high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education has been obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have equivalent combinations of successfully completed post-high school education and experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: NOTE: You must submit a copy of your transcripts. Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance. Security Fundamentals Professional Certification (SFPC) is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirement(s) may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. Special Programs Security Credential (SPSC) is recommended, but not required. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices to independently manage assigned programs. Knowledge of DoD and AF mission, functions, and structure to the unit level to ensure effective implementation and oversight of special programs security concepts, principles, and practices Comprehensive knowledge of all Information Security disciplines and governing policies, directives, instructions, and procedures. Knowledge of General Supply Administration (GSA) specifications; state-of-the-art detection and surveillance systems, construction standards, automated data processing systems and other security concepts to integrate the requirements of all security disciplines into guidance for the implementation and management of the AFMC special programs information security program. Knowledge of analytical and evaluative methods and techniques to conduct surveys/studies, accomplish projects, and effectively evaluate results for the effective management and completion of programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
