The primary purpose of this position is to serve as the Air Combat Command Lead Weapon System Sustainment Manager (WSS) to provide programmatic expertise on requirements and execution for requirements in Centralize Asset Management (CAM) portfolio.

Duties
Serves as the Air Force designated lead Major Commands (MAJCOM) and senior level programmatic manager and analyst for Air Force Policy on establishing requirements in direct support of rated aviator operational requirements and allocating resources for DPEM, Sustaining Engineering (SE), Technical Orders (TO), and contract Logistics Support (CLS).
Executes the Air Force process for defining DPEM, SE, TO and CLS requirements and allocates resources for Air Force activities. Develops and implements Air Force policies, concepts and procedures for DPEM, SE, TO, and CLS projects.
Actively participates in strategic planning to improve organizational direction and focus using logistics and resource planning tools and analytical techniques and monitors financial and non-financial program data to determine if projections are accurate and overall system performance is being achieved.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assigned program(s).

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for conducting major operations such as war, mobilization, rescue, mission and flying operations, deployment, acquisition, PPBS, aircraft maintenance, special operations, or similar operations. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, PPBS, exercise, acquisition, aircraft maintenance, special operations, rescue, or similar operations.
Knowledge of Department of Defense (DoD) Weapon Systems operational events and milestones, events and program goals and objectives, the sequence and timing of key d methods of evaluating the effectiveness of planning actions related to actual. Knowledge of the relationship for the various command entities involved in overall program planning and execution of military operations an evaluations.
Knowledge of and skill in the application of DoD resource management, cost methodologies, requirements management, aircraft maintenance and depot operations expertise as it applies to assigned programs and projects. Knowledge of the DoD supply system, depot maintenance activity group (DMAG), and accounting system and related documents and programs sufficient to locate and analyze data pertaining to the management of sustainment requirements.
Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems/issues of effectiveness efficiency of sustainment efforts in a major command program.
Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedure.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
