This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at U.S Army Special Operations Command, Fort Liberty, North Carolina.

Duties

Review and edit budget requests submitted by staff and budget officers to assure they conform to USASOC/ARMY and Congressional requirements. Responsible for the full range of review and analysis functions in the formulation, presentation and execution of the budget to include civilian pay. Prepare instructions and advises staff and budget officers on the preparation of detailed budget estimates, justification statement and budget execution. Perform a variety of budgetary and administrative functions in implementing the program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • May be subject to one- year probationary period.
  • Must be able to obtain and maintain Secret security clearance.
  • May be subject to up to 15% temporary duty.
  • This is a Financial Management Level 2 certified position.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Specialized Experience: One year of specialized experience which includes experience reviewing, analyzing, and recommending approval, disapproval or modification of budget requests; interpret and analyze budget guidance from higher headquarters and its impact on the command. Identifying and extracting budget execution and financial information sufficient to develop reports and analyses.Researching, compiling, and summarizing civilian end strength information and data concerning civilian personnel salaries and expenses and similar object class and line-item information needed for formulation of budget estimates. Projecting, monitoring and reconciling commitment, obligation, expenditure, and disbursement of funds for programs including civilian pay, and budgetary objectives. Coordinate with subordinates, peers, and higher-ranking personnel within and outside the command. Utilizing automated financial systems such as General Funds Enterprise Business System (GFEBS). You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionBudget Formulation, Justification, and PresentationFinancial Management AnalysisFundamentals & Operations of Budget Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
