Duties

You will serve as an Assistant Program Manager in the Guided Missile Destroyer Modernization 2.0 Program Office (PMS 451) of SEA 21 responsible for integration and readiness for all elements of the combat system modernization package. You will manage the combat system portion of the DDG MOD 2.0 modernization package to include physical, platform, and software interfaces, throughout all phases of planning and execution. You will provide end-to-end management and oversight of all aspects of combat system related work package development, and contractor work package execution for the DDG MOD 2.0 Program. You will develop, manage, and execute risk reduction strategies and a land-based test approach to reduce availability durations and increase effectiveness. You will work with combat system ship integration and engineering teams to develop technical solutions to address fleet requirements identified for resolution through modernization. You will serve on integrated product teams and work groups to plan, execute, and track completion of major Chief of Naval Operations (CNO) modernization availabilities. You will recognize availability planning processes and ensure that modernization packages meet all planning and execution milestones for installation of modernization during CNO availabilities. You will analyze requirements to develop program reporting including the specifications, data gathering and analytical techniques, and evaluation methodology. You will conduct visits with Original Equipment Manufacturers, Participating Acquisition Resource Managers, Fleet, and ships force to formulate and implement strategy and policy for management of product lines. You will act as a liaison with primary combat system stakeholders including but not limited to PEO IWS, NAVAIR, and NAVWAR. You will inform on all aspects of assigned product lines including requirements management, systems engineering, systems evaluation, and equipment integration.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band NH-02 (GS-11) in the federal service or equivalent experience in the private or public sector analyzing programs to identify issues and recommend process improvements for a variety of interrelated subjects (i.e., financial, contractual, programmatic) in support of combat system modernization efforts.
