This position is located in the Office of Integrity and Compliance (OIC), Veterans Health Administration (VHA). The purpose of VHA's OIC is to enhance and preserve Veterans' trust by promoting a culture of integrity. This position manages the process for Office of Inspector General (OIG) and Government Accountability (GAO) reviews from preliminary research through closure of reports, including collaboration with other VHA offices.
Duties
This announcement will close on 08/19/2024, the first 50 applications received will receive first consideration. Applications received after the initial cut-off number has been reached will not receive consideration unless otherwise requested by management.
Subject matter experts (SME) who will address program office issues during reviews and in response to reviews.
Incumbent must independently function as the VHA expert in how to use the program office knowledge appropriately to respond to OIG and GAO recommendations.
Resolve concerns and provide technical guidance to program offices SMEs about report responses
Tactful communications skills when communicating with OIG, GAO, program office staff as well as top level VA and VHA leaders, programmatic and management officials, program staff, and other stakeholders including Veterans and the public.
Review, analyze, and evaluate healthcare and administrative activities, programs, operations, or data for effectiveness, efficiency, and validity.
Evaluate segments of VHA functions, systems and programs in a timely manner and analyze VHA program office responses to written drafts and communicate circumstances happening during a review.
Coordinate how to address OIG or GAO recommendations by identifying leads, resolving conflicts among program offices, and negotiating solutions that meet VHA and OIG or GAO needs.
Assists program offices in the development of reasonable milestones and timeframes to accomplish action plans. If a program office proposes actions that are not responsive, the incumbent negotiates with program offices to develop acceptable responses.
Maintain accurate and current records in a variety of tracking systems and databases.
Collaborating with program offices to proactively identify solutions to issues identified during a review or when a response is received.
Carry out analysis and coordinate with minimal guidance.
Preparation of papers or briefings for USH and other VHA leadership in regard to a possible wide range of subjects involving the use of analysis and synthesis of OIG and GAO review findings, other materials pertinent to a specific topic, and VHA or VA policies or procedures.
Determines deadlines, oversees project implementation, and is ultimately responsible for the timely completion of documentation of OIG and GAO reviews as well as preparation and management of a response through VHA senior leadership concurrence for OIG reviews and Secretary of Veterans Affairs (SECVA) concurrence for GAO reviews.
Establish and lead groups that are needed to review and respond to OIG and GAO findings and recommendations.
Directs any team work and manages meetings with program offices in regard to their assigned reviews.
Initiate the development of new methods for assessing or evaluating report recommendations and findings as well as recommending solutions for facilities or programs.
Provide timely information to program offices and leadership.

Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.
Virtual: This is a virtual position. The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience Requirement: Must have 1 year of specialized experience equivalent to at least GS-13 in the normal line of progression for the occupation which includes, but is not limited to, the following examples:
Communication to manage complex relationships between administration and staff offices
Qualitative and quantitative methods to assess and make improvements to healthcare business processes and to resolve complex problems
Coordinating with VA and VHA program offices to develop and implement action plan to address findings
Writing reports, correspondence, briefing materials and other communication products
Utilize VA databases for report tracking, record keeping, performance management, financial management, planning, collaboration and workload management
Preferred Experience: Preferred experience will be used to identify highly qualified applicants. Possess experience with the Office of Inspector General (OIG), Congressional reports and/or the Government Accountability Office (GAO).

Physical Requirements: The work is primarily sedentary, but the incumbent must be able to move about to participate in person in meetings or other events. Some travel to field sites may be required.
