This position is in the Medical Disability Examination Office (MDEO), Medical Disability Examination (MDE) Quality Staff. As a member of the MDE Quality Staff, the incumbent serves as a senior program analyst, consultant, and advisor to the Assistant Director Quality and MDE Chief(s), which is responsible for supporting the MDE contracts as it relates to vendor quality.

Duties

Specific duties include: Coaches the team in the selection and application of appropriate problem-solving methods and techniques; leads the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents both inside and outside of the organization; assists Chief with instructions for implementing policy, procedures, or training. Identifies risks associated with oversight operations and specific exam-related endeavors and recommends to management solutions to overcome risks. Studies program operations, contract and new vendor guidelines, Disability Benefit Questionnaire (DBQ) requirements, new legislation, automated systems, management initiatives, and the operation of interacting programs and organizations to recommend new and modified operating instructions and training material. Directs the activities involved with MDE Quality staff activities, including developing recommendations and implementing both long-and short-range plans; program strategies, policy and procedures; recommending which projects to initiate, drop, or revise; and determining need and timing to change emphasis in current programs. Prepares for and gives oral presentations to various audiences within MDE, VBA senior management, department level executives, outside agencies, and vendors. Prepares clear and concise documents. Performs other duties as assigned. Promotion Potential: GS-14, FULL PERFORMANCE LEVEL. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:02/01/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's, Reassignment and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:GS-14 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as comprehensive knowledge of Veteran benefit programs or VBA business lines and laws affecting Veterans' compensation and pension benefits to provide guidance and direction on claims and appeals processing. Supervised, managed, or served as a project lead to accomplish performance and project goals; possesses knowledge of employee relations (e.g., performance or conduct based actions) and/or labor relations (e.g., grievance process or negotiations) practices. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sedentary.
