The Assistant Director, Staffing Support and Communications serves as a senior leadership team (SLT) member leading two Central Office (VACO) Loan Guaranty Service (LGY) sub-organizations: 'Staffing and Engagement', and Communications'. The Staffing and Engagement team focuses on managing and improving the visibility and quality of the candidate pipeline, the efficient process flow across the hiring lifecycle, and the reporting and compliance activities incumbent upon a federal Program office.
Duties
Specific duties include but are not limited to the following:
Engages across LGY to identify, support, and fulfill the workforce and communication requirements of the program, as pertain to this domain, including resolving systemic issues in the core functions which affect program success.
Collaboratively evaluates, refines, and translates strategic priorities and initiatives to ensure optimization of Program resources and maximize program outcomes in the core functional areas.
Executes a workforce development and succession plan consistent with LGY executive priorities, represents management in administering an effective Federal labor relations program, and assures LGY's personnel procedures align with, and contribute to, an organization's (long- and short-term) strategic goals and objectives.
Maintains and improves all LGY-controllable aspects of the staffing process, which, through oversight and occasional direct intervention, minimizes the time-to-fill and similar metrics pertaining to filling positions across LGY.
Utilizes the All-Employee Survey Results and other valid inputs to understand and advocate for workforce changes and improvements of all sorts that improve the employee experience, retention, and resilience, working collaboratively with core teams and others such as LGY training resources.
Promotes improved business processes that reduce administrative burdens in the staffing-related functions of all business units, including analyzing, developing, and advocating for changes in procedures and work methods.
Directs and advises the Principal Assistant Director on the Human Resources (HR)/personnel management program for the Loan Guaranty Service, performing, overseeing, or liaising on the full range of human resources requirements including in areas pertaining to labor and employee relations, recruiting, promotion, training, equal opportunity employment, disciplinary action, performance evaluation, employee suggestion program, employee engagement, etc.
Oversees through a professional team, the strategic initiatives and tactical communication development and delivery which stimulate or facilitate mission-critical activity across the Program, whether with staff, industry partners, or Oversight bodies like Congressional communications as directed by the Executive Director of Loan Guaranty.
Leads and advances administration initiatives to track program inputs and ensure contributions to program messaging in multiple formats that impactfully relay action-oriented information to internal and external stakeholders.
Develops project approach strategies and plans; collaborates and negotiates requirements with other members of the LGY leadership team.
Applies standard project-management tools and plans in support of initiatives or directives.
Supervises in a positive, affirmative manner to balance business needs with human, financial, and systems capacities. Over time, develops approaches or methods to improve staff "All Employee Survey" areas.
Provides technical and administrative supervision to subordinate units and staff through subordinate supervisors.
Establishes performance standards and evaluates the performance of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors.
Hears grievances as second level supervisor, reviews recommendations for hiring, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal Employment Opportunity policies and programs.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability" and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. For a GS-15 position you must have served 52 weeks at the GS-14 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as as described below:

Specialized Experience: GS-15 Level: Specialized experience is defined as possessing proficient knowledge of and skill in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to VA guidelines and regulations.
The incumbent will have comprehensive knowledge in program operations, policy, leadership, compliance, staffing, and communications, and the relationships between these and the domain areas of Staffing Support and Communications. The incumbent will have served in professional contributor and leadership roles in at least two of the following core business functions (Human Resources, Staffing, Communications, General Management, or Compliance.) The incumbent also should knowledge and understanding of the role VA plays in serving Veterans and their families, along with an understanding of how, why, when, and by whom ideas are formulated and actions approved or directed.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: The work is principally sedentary. Work also may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. No special physical effort or ability is required to do the work.
