The PASC is responsible for successful communications needs identification, LGY stakeholder analysis, assurance of effective content and techniques in communication across channels and stakeholders, and efficient management of communication providers, whether federal or contract based. The PASC ensures relevance, accuracy, quality, timeliness, and consistent branding of end-products.

Duties

Specific duties include but are not limited to the following: The Program Analyst, Strategic Communications (PASC) is responsible for ensuring that the Communications project and initiative teams are appropriately resourced, including with effective, professionally prepared professionals for standing and upcoming efforts, in terms of skillsets, relevant experience, communication expertise, multi-channel skills, and other outcome-relevant abilities. The incumbent is responsible for evaluating individual skill sets in the context of current and upcoming work requirements, identifying and recommending training and development opportunities to the Chief for project/initiative team members, and supporting the Chief as needed in the acquisition of such resources. Reviews LGY direction, needs, and challenges, in advance and in real time, a develops strategic communication responses. Also advises and reports on progress through analysis, observation, and positive interaction articulating both successes and areas to the Chief and other stakeholders. Applies relevant business acumen and expertise pertaining to LGY and mortgage industry business processes to Independently coordinates communication plans in conjunction with LGY business sections based on training needs assessments and emergent issues. Develops communication products with the LGY-Industry partnership essential to LGY success as a priority, and likewise with Veteran interests. Works with LGY business sections, VBA training staff, and third-party contractors to develop needs-based messaging and determine communication effectiveness after release and on a periodic basis. Ensures that training and other materials and activities can effectively integrate branding into 'stock' materials. Maintains knowledge on LGY policies and work procedures to enable the incumbent to effectively consult and support evolving LGY needs, from a strategic communications perspective, internally for staff and externally for Veterans and program partners. The PASC expends considerable effort planning, prioritizing, scheduling, assigning, and evaluating work based on its specific requirements, including ensuring that messaging is factually accurate and reflective of the Director's intention. The PASC collaborates closely with the Chief and with the MA, Senior Communications Analyst, and other stakeholders to ensure consistency and excellence in content and presentation. Work is matched with appropriately skilled and experienced team members, for short-term activities, longer-term initiatives, and for ongoing communication campaigns. The PASC coaches, counsels, provides feedback on the work to maintain positive communication, engagement, and transparency to stakeholders in all projects and initiatives. The incumbent's communication efforts focus both on technical achievement and team collaboration. The PASC implements Project Management Principals to communicate assignments, project scope, problems to be solved, milestones, and deadlines and time frames for completion. Jointly (with business lines) develops the communication project/initiative scope, work breakdown structure, and schedules to meet deadlines for implementation of communication initiatives and campaigns. Plans and supports development and procurement strategies for content subject matter expertise, when external, and cost/benefit analyses to assess return on communication methods, techniques, and initiatives and campaigns overall. Functions as a Contracting Officer's Representative (COR), with responsibilities and authority as defined in the Federal Acquisition Regulation (FAR), VA Acquisition Regulation (VAAR) and VA directives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:02/02/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: GS-14 Level: Specialized experience is defined as possessing an expert knowledge of and skill in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to VA guidelines and regulations. The incumbent also should extensive knowledge of the role VA and the LGY program play in serving Veterans and their families, along with an understanding of how, why, when, and by whom ideas are formulated and actions approved or directed. Mastery of the principles of communications and strategic messaging, and the operations of organizations positioned to communicate with mixed audiences; knowledge of applied human change methods and principles associated with strategic communication; expert knowledge of all LGY goals and objectives. The incumbent incorporates this knowledge in planning, recommendations, and development of communication strategies and outputs. Must possess a high level of expertise in writing, editing, research techniques and methods to develop and prepare authoritative data on business policy, programs, and functions. This includes expert knowledge of VA/VBA business practices, policies, and tools; comprehensive ability to contribute to and to lead policy strengthening activities. The incumbent should have at least eight years of specialized experience, subject to great specificity as described here. Given achievement of items above, preference would be toward experience meeting these needs that was earned at least in part within LGY or another major mortgage guarantor/issue. Expert knowledge of the finer techniques and nuances of writing and editing is required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: This position is primarily sedentary with some walking, standing, bending, and/or carrying lightweight items.
