You will serve as a Quality Assurance Specialist in the Accident Prevention Team Branch, Rigging and Operations Division, Lifting and Handling Department, Portsmouth Naval Shipyard, Kittery, Maine.
*This is a PM Shift position.
Duties
You will assist the Accident Prevention Team (APT) in administering the Rigging and Crane Accident Prevention Program for rigging and crane operations work practices.
You will gather, assess and analyze data, identify and document trends in poor rigging, crane operations and maintenance work performance.
You will identify instances of non-compliance, make recommendations to correct non-compliance, and reverse adverse trends, and intercept and correct poor rigging, crane operations and maintenance practices.
You will assist with developing and conducting training with emphasis on work procedures and techniques of crane safety.
You will personally and/or assist the team with conducting accident and mishap investigations involving crane operations and weight handling operations.
You will follow and enforce all established safety rules and requirements and take prompt corrective action to abate hazardous work place conditions.

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- Occasional overtime may be required.

Specialized experience must demonstrate the following:
Experience assisting with crane operations, rigging and crane maintenance quality assurance.
Experience with basic data gathering, assessment, analysis, principles and techniques.
Experience preparing and presenting evaluations and recommendations.
FOR GS-11: Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:
Experience with crane operations, rigging and crane maintenance quality assurance and APT program management policies, concepts, and practices.
Experience providing rigging and equipment operating and maintenance in order to provide oversight and direction to team members.
Experience with basic data gathering, assessment, analysis, principles and techniques and recommending appropriate actions to ensure program compliance.
Experience with oral and written communications to prepare and present evaluations regarding complex issues.

Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position and must include: Major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
GS-09: master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related.
GS-11: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be used to meet the total qualification requirements.
