You will serve as a IT SPECIALIST (INFOSEC) in the INFORMATION SERVICES (N6) DIVISION of COMMANDER, NAVY REGION NORTHWEST.

Duties

You will implement changes in an information technology (IT) program to achieve effective and economic operations and organization structure. You will develop an information assurance (IA) program to enhance systems reliability and functionality within an organization. You will maintain information technology (IT) configuration of network servers, operating systems, and storage applications to support an organization’s IT requirements. You will analyze information technology (IT) program effectiveness to determine if improvements or modifications are necessary. You will write configuration status reports for senior leaders to review.

  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.
  • This is a Cyberspace Workforce position, work role code COMSEC Manager, proficiency level Intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • The employee may be required to work overtime, weekends, or work special projects/assignments to meet mission objectives.
  • The incumbent must be able to obtain and maintain in good standing a Government issued Travel Card for official Government travel purposes.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following and Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency includes: Reviewing my own information technology-related work or data and have been aside by others to review their work or data to ensure accuracy, completeness, and consistency with standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Evaluating new information technology (IT) tools and trends to meet business requirements of customers. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency includes: Briefing senior leaders on information technology (IT) policies to streamline corporate resources. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency includes: Diagnosing networked system failures to isolate sources of problems between equipment, networks, systems software, and application systems. In addition to demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Writing, editing and/or revising Authority to Operate (ATO), currently Risk Management Framework (RMF), documentation in an established business format; 2) Overseeing and monitoring the configuration management process on the local systems and networks for the region; 3) Assisting the Command Information System Security Manager (ISSM) in ensuring current and prospective systems/networks are compliant with established policies, and procedures; 4) Monitoring changes to IT industry, government information, management policies, programs, and standards and making recommendations to Command ISSM for corrective/change actions to ensure compliance with IT security policies; 5) Analyzing information technology (IT) program effectiveness to determine if improvements or modifications are necessary. This position has been designated as a Cyber IT/Cybersecurity Workforce position in the specialty area (723) - COMSEC Manager - Cybersecurity Management, proficiency level Intermediate and, as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include: 1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and; 2. Participate in a continuous learning program as described in SECNAV M-5239.2). A minimum of 20 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
