You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the INFORMATION TECHNOLOGY & COMMAND DIRECTORATE of the COMMANDER NAVY REGION NORTHWEST (CNRNW).
Duties
You will coordinate capital investment information with portfolio management and information technology (IT) spending plans or budgets.
You will partner with senior leaders to verify available resources (e.g., funding, staffing, equipment) to meet information technology (IT) program objectives.
You will manage information technology (IT) resources in accordance with budget and operation plans.
You will oversee the development of an information technology (IT) budget to ensure all requirements are allocated.
You will align internal business practices with agency-wide regulations and policies.
You will plan work schedules, deadlines, and standards for acceptable levels of information technology (IT) work.

- Must be able to obtain and maintain a Top Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Selectee must obtain and maintain a current valid United States driver’s license.
- Selectee will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Unscheduled, call back, and emergency overtime may be required.
- Incumbent must be capable of certification compliance according to the DoD 8140.01 and its referenced policies. If the incumbent’s role requires a certification, new hires must obtain that certification(s) within 6 months of hire.
- Work can require overnight travel away from normal duty station on periodic basis using commercial or military carrier.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 Program Manager level Advanced within 12 months of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following and your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency includes: Exercising judgement, originality, and resourcefulness in ensuring that systems and services are developed and delivered in accordance with customer requirements and current technology. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Defining information technology (IT) client requirements for information systems and services based on analysis of business needs. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency includes: Presenting controversial and critical observations to senior leaders to recommend changes in information systems and IT architecture. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency includes: Negotiating problem resolutions with resource providers and project sponsors to resolve issues impacting project schedule, cost, or scope. In addition to demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
1) Serving as a technical authority for an Information Technology organization in implementing and integrating new programs or requirements and developing new policies, theories, concepts, principles, standards, and methods related to Information Management (IM), Information Technology (IT), Information Systems (IS), and Cybersecurity (CS); 2) Advising personnel on Information Management/Information Technology (IM/IT) planning/policy; 3) Developing and supporting information systems and enterprise architecture to ensure, protect, and restore IT systems, services, and capabilities; 4) Directing complex software development and maintenance efforts for Information Systems (IS); and 5) Establishing IT policy and procedures in accordance with mission and objectives. PHYSICAL DEMANDS:
Duties may require extended periods of standing and walking to conduct tours or provide briefings. The work is mostly sedentary. Duties require considerable travel and occasional long workdays. Given the nature of the job, work may be stressful due to the short fused tasking, data calls, multiple initiatives and sensitive nature of assignment.
