This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is part of the Missile Defense Agency, Missile Defense Agency.
Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
The incumbent will support the deployment of Command and Control, Battle Management, Communications (C2BMC) developmental assets and provide expertise for test events, conferences and tabletop exercises, as required. Conducts in-depth analysis of system requirements, maintenance actions, failure modes, corrective actions, and system updates for the C2BMC System.
As a Program Analyst at the NH-0343-3 broadband level some of your typical work assignments may include:
Conduct in-depth analysis of system requirements, maintenance actions, failure modes, corrective actions, and system updates for the Command and Control, Battle Management, Communications (C2BMC) System.
Conduct special studies with Combatant Commands (CCMDs) to provide effective material solutions, providing advice on the proper employment of C2BMC systems.
Serve as an interface between MDA and the user community to analyze and staff Warfighter Involvement Process (WIP) items, analyze associated Prioritized Capability List (PCL) capabilities, limitations, and test requirements.
Provides coordination of the asset management process among the Ballistic Missile Defense System (BMDS) Watch Officers, C2BMC Watch Officers, and warfighter support elements of the Agency.
Develops ways-ahead, while ensuring availability and high quality standards are maintained across the multidisciplinary boundaries.
Conduct comprehensive studies and analyses to provide answers to urgent and emergent questions from MDA and other external agencies/commands.

- Incumbent required to obtain and maintain a Special Sensitive / Top Secret security clearance.
- This is an acquisition position Certification Level Practitioner in Program Management. Selectee must obtain mandatory DAWIA certification within 24 months of entrance on duty.
- Must acquire 80 continuous learning points every two years.
- This is a drug testing designated position.
Qualifications
You may qualify at the NH03/GS-12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Experience with DoD organizational roles and responsibilities (including the Missile Defense Agency, Combatant Commands, Functional Component Commands, and other agencies and groups associated with missile defense)
Experience with the operation, development, test, and evaluation of complex weapons systems, subsystems, and materials to resolve practical engineering and operational problems.
Utilizes instructions, policies, international policies, and regulations related to missile defense.
Ability to research and analyze complex problems, interpret, apply rules, regulations, and procedures in order to develop timely and economical solutions.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
