Duties

You will serve as a FINANCIAL MANAGEMENT ANALYST in the CIVPERS (CODE 631) of the MID-ATLANTIC REGIONAL MAINTENANCE CENTER (MARMC) located in NORFOLK, VA. You will serve as a Payroll Customer Service Representative (CSR), responsible for overseeing the total payroll program and applying necessary requirements to process documents. You will interpret numerous complex rules, regulations, and policies. You will be the point of contact (POC) for the consolidated civilian payroll office to resolve time and attendance problems, perform all payroll duties when assigned and perform additional workload as necessary. You will exercise tact and self-control at all times when dealing with employees and officials outside and within the organization.

Requirements

  • You will be required to obtain and maintain a current Financial Management Level I certification.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-9: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying knowledge of policies, precedents, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution to analyze and evaluate changes in program plans and funding and/or budgetary relationships. Experience using knowledge and skill in applying functions, goals, objectives, work processes, and funding sources sufficient to related needs and accomplishments to anticipated or actual dollar figures. Experience applying comprehensive knowledge of the mission, function, goals and objectives of the organization. Experience exercising judgement to resolve commonly encountered work problems and deviations. GS-7: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-5 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using knowledge and skill in applying functions, goals, objectives, work processes, and funding sources sufficient to related needs and accomplishments to anticipated or actual dollar figures. Experience applying knowledge of commonly used budgetary, accounting, and/or financial administration practices, procedures, regulations and policies of the organization. Experience applying practical knowledge of the mission, function, goals and objectives of the organization. Experience analyzing and interpreting sources of information and applying it to specific areas of work. Education

Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-9:
Successful completion of a master's or equivalent graduate degree.
OR
Successful completion of 2 years of progressively higher-level graduate education leading to a master's degree.
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
