This position is located in the Health Resources and Services Administration, Maternal and Child Health Bureau, Division of Services for Children with Special Health Needs. The duty location for this position will be in Rockville, MD.

Duties
This position is a mission critical occupation for HRSA. This position is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.
As a Senior Public Health Analyst, you will develop, monitor, implement and evaluate current or projected complex, interrelated public health programs involving governmental or non-governmental organizations.
Your major duties and responsibilities include:
Developing and establishing national policies, regulations, long-and-short range objectives and identifying programmatic needs and determining priorities.
Formulating program policies and goals in accordance with national legislation and professional standards in concert with the initiation, development, implementation and evaluation of total program for accomplishment of the Division's objectives.
Establishing and maintaining direct and ongoing communication with all inter and intra-agency groups, professional organization as well as voluntary, professional, and other related groups.
Formulating broad objectives, policies and plans for effectively managing Maternal and Child Health Workforce Development Performance Measurement.
Advising other Senior Public Health Analysts, Division Director and Bureau Director on trends and developments in MCHB Workforce which may affect the MCHB and other Departmental programs.
Assessing the programs to realign priorities with changing trends in services and assuring their responsibilities to new trends in health delivery systems, and allocating resources in accordance with the priorities.
Reviewing and evaluating the effectiveness of projects and making recommendations for the establishment or modification of policies, standards and procedures to improve the quality of Division of Services for Children with Special Health Needs projects.

Requirements
- U. S. Citizenship is required.
- HRSA Federal applicants must submit an SF-50 to show status and time-in-grade. Must meet Time-in-Grade by the closing date of this announcement.
- Males ages 18 through 25 must be registered with the Selective Service.
- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)

QUALIFICATION REQUIREMENTS:
OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR PUBLIC HEALTH PROGRAM SPECIALIST SERIES, 0685:
Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:
Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
Knowledge of a specialized public health program.
Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to demonstrating the public health program competencies stated above, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience for the grade level as shown below.
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-14: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:
Preparing and presenting written reports of the principles, practices, and procedures of public health program data management and analysis.
AND
Advising organizational and program leaders on effective public health methods and strategies to ensure organizational goals are being met.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

PUBLIC HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation.
PUBLIC HEALTH WORKFORCE AND HEALTH DELIVERY SYSTEMS - Knowledge of principles, practices, & methods of administering public health programs to provide advice & technical assistance on improving health care education services, health care workforce development, & health care delivery systems.
PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
