Duties
Serves as a functional expert for all aspects of military pay automated finance systems and analyzes systems interrelationships and effectiveness.
Provides advice to functional managers regarding military pay processes, internal controls, and process documentation (i.e. process maps, narratives, standard operating procedures, etc.)
Leads and participates in the development of functional requirements and system design specifications.
Ensures military pay internal controls are operating properly and are in compliance with prevailing audit standards.
Validates functional requirements documentation to ensure compliance with existing statutes and DoD functional policy.
Responsibilities include coordinating, executing, and reporting of internal reviews of military pay processes to ensure compliance with established guidance and the mitigation of risks.
Develops/documents strategies for audit steadiness and process improvement.
Provides formal and informal communications (written and oral) with leadership on audit results as well as conducting and briefing root cause analyses on issues within military pay processes.

- Please note, this is NOT a 100% virtual/remote position where work may be performed from any location in the US. This position is eligible for local telework near the duty station of the position, subject to management review and approval.
Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

To be hired at the GS-12 entry grade level, applicants must minimally have:One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as developing and implementing internal control programs in support of financial management principles as they relate to military pay operations and related systems; interpreting and evaluating the impact of laws, regulations and policies on the internal control program; providing formal and informal communications with leadership on audit results and root cause analyses; identifying potential military pay or internal control problems and recommending/implementing corrective action plans; developing/documenting strategies for audit steadiness and process improvements.
