This is a Budget Analyst (BA) position within VISN 12, Great Lakes Finance Service (GLFS), located at the Captain James A. Lovell, Federal Health Care Center (FHCC), in North Chicago, IL. The incumbent uses knowledge of a wide range of principles, procedures and methods in analyzing the FHCC budgetary conditions.

Duties

This developmental position is organizationally aligned under the Resources Directorate, in the Department of Financial Management, located at the Captain James A. Lovell Federal Health Care Center (FHCC), North Chicago, Illinois. The grade level will determine the different types of duties as the higher level requires more complexity in the various duties. General Major Duties include but are not limited to: - Knowledge of various accounting, budget, or other financial regulations, laws, and requirements (e.g.,related fiscal regulations and applicable schedules, pay and leave rules, administrative rules associated with recording and tracking budgetary transactions to ensure compliance and recommend action; - Assists in developing and monitoring annual budgets as well as knowledge in pay, data, accounting reporting systems. - Provides on-going review and assessment of existing budgetary programs. - Ability to analyze and evaluate changes in program plans and funding, and their effect on financial and budget program milestones. - Retrieves, reprograms and allocates allotted funds to station level Fund Control Points (FCPs). - Provides advice and assistance to the command in the development of budget requests. - Reviews cost records and furnishes historical cost data to program officials. - Assists the senior budget analysts in preparing replies to inquiries. - Trains FHCC staff designated to execute station funds. - Attends Department head meetings to provide budgetary advice on planning, developing, presenting, executing, and reviewing all fiscal programs assigned to FHCC. - Extra additional duties Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7 LEVEL GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of budget and finance regulations, procedures and processed for budget formulation to compile, correlate, and consolidate estimates; applies, commonly used budget and finance principles, practices, and methods of budget execution; analyzes and evaluates changes in program plans and funding; enters consolidated estimates in accepted formats on appropriate forms and schedules; and determines whether funds are being used on a timely basis to support the installation's mission and objectives. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education or Superior Academic Achievement (S.A.A.). (TRANSCRIPTS REQUIRED) OR, Combination: Must have successfully completed an equivalent combination of experience and education that is qualifying as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) GS-9 LEVEL GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of budget and finance regulations, procedures and processed for budget formulation to compile, correlate, and consolidate estimates; applies, commonly used budget and finance principles, practices, and methods of budget execution; analyzes and evaluates changes in program plans and funding; enters consolidated estimates in accepted formats on appropriate forms and schedules; determines whether funds are being used on a timely basis to support the installation's mission and objectives; analyzes and compares selected object class, line item obligations, and expenditures in the approved operating budget; writes brief factual reports that detail the purposes for which funds were obligated and expended; and estimates funding needs and requests for allotments are in line with program plans and work methods. OR, Education: Must have successfully completed Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education (from an accredited college or university) leading to such a degree or LL.B. or J.D.,if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR Combination: Must have successfully completed an equivalent combination of experience and education that is qualifying as described above. Such education and experience must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) GS-11 LEVEL GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with budgetary methods, practices, procedures, regulations, precedents, and policies which apply to assigned organizations and programs. Experience analyzing budgetary relationships and developing recommendations for budgetary actions. Experience evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones. Experience with automated data processing concepts and system capabilities to accomplish budget functions. OR, Education: Applicants may substitute education for the experience required for the GS-11 level which is a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) OR Combination: Applicants may also combine education and experience to qualify at the GS-11 level. (TRANSCRIPTS REQUIRED) You will be rated on the following Competencies for this position: Analytical ReasoningCommunicationFinancial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Some walking and standing may occur in the course of normal workday in connection with travel to and from meetings and conferences.
