This is a Budget Analyst position within the VISN 12 Great Lakes Finance Service (GLFS) located at the North Chicago VA Medical Center. The incumbent uses knowledge of a wide range of principles, procedures and methods of analyzing the VAMC North Chicago budgetary conditions.
Duties
The primary responsibility is to provide budget support for the increasing complexity of the budget process related to the integration of the VA/Navy into a Federal Health Care Center (FHCC). At the full performance of the position, the incumbent will serve as the secondary Budget Analyst for the North Chicago VAMC.
Major duties include but are not limited to:
GS-7 Duties:The duties are substantially identical to those reflected in the PD at the target level. Work assignments are designed to introduce the incumbent to the full range of duties and responsibilities required at the full performance level. As experience and knowledge in the position are gained and competency is demonstrated, the incumbent is relied upon to make more independent judgment and decisions.
The incumbent of this position may be non-competitively promoted to the full performance grade of GS-9 upon completion of the following requirements: (a) satisfactory demonstration of ability to perform at the higher-grade level; (b) recommendation for promotion by the supervisor; and (c) completion of all OPM
qualifications.
GS-9 Duties:

As experience and knowledge in the position are gained and competency is demonstrated, the incumbent is relied upon to make more independent judgments and decisions.

GS-11 Duties:
Work of this position requires a thorough understanding of all phases of the VHA budget formulation and execution process.
The incumbent primary responsibility is to provide budget support for the increasing complexity of the budget process related to the integration of the VA/Navy into a Federal Health Care Center (FHCC) . In this capacity, the incumbent serves as the secondary Budget Analyst for the North Chicago AFO or designee, will assist the primary budget analyst. This assistance will include monitoring the execution of a budget for annual and multi-year appropriations in support of medical care, research, general post fund, CWT dollars and non-appropriated revenue administered by the Department of Veterans Affairs and the execution of budget through which national programs are funded.
Extra additional duties.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-7 Grade Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of budget and finance regulations, procedures and processed for budget formulation to compile, correlate, and consolidate estimates; applies, commonly used budget and finance principles, practices, and methods of budget execution; analyzes and evaluates changes in program plans and funding; enters consolidated estimates in accepted formats on appropriate forms and schedules; and determines whether funds are being used on a timely basis to support the installation's mission and objectives.

Education: Substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education or Superior Academic Achievement (S.A.A.). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1.Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2.Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; orb.3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

Examples of specialized experience would typically include, but are not limited to: Knowledge of budget and finance regulations, procedures and processed for budget formulation to compile, correlate, and consolidate estimates; applies, commonly used budget and finance principles, practices, and methods of budget execution; analyzes and evaluates changes in program plans and funding; enters consolidated estimates in accepted formats on appropriate forms and schedules; determines whether funds are being used on a timely basis to support the installation's mission and objectives; analyzes and compares selected object class, line item obligations, and expenditures in the approved operating budget; writes brief factual reports that detail the purposes for which funds were obligated and expended; and estimates funding needs and requests for allotments are in line with program plans and work methods

EDUCATION: Must have successfully completed Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education (from an accredited college or university) leading to such a degree or LL.B. or J.D, if related. Examples of specialized experience would typically include, but are not limited to: Experience with budgetary methods, practices, procedures, regulations, precedents, and policies which apply to assigned organizations and programs. Experience analyzing budgetary relationships and developing recommendations for budgetary actions. Experience evaluating the effects of continuing changes in program plans and funding on the accomplishment of the budget and program milestones. Experience with automated data processing concepts and system capabilities to accomplish budget functions.

Education: Applicants may substitute education for the experience required for the GS-11 level which is a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, which demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
