Duties
The incumbent will serve as the Equal Employment Opportunity (EEO) Manager/Office of Civil Rights (OCR) EEO Complaints Manager.
Designing, developing and implementing the EEO complaints program; providing expert technical advice concerning resolution of complaints of discrimination to managers and employees.
Serves as the Office of Civil Rights technical expert and advisor on EEO Complaint program initiatives.
Ensure EEO discrimination complaints are processed in accordance with 29 C.F.R. Part 1614 and Equal Employment Opportunity Commission's (EEOC) MD-110.
Reviews and evaluates BLM policy and program management issues and concerns; incumbent will analyze formal complaints and write letters of acceptance or dismissal on procedural issues.
The incumbent will coordinate, develop, and conduct EEO related training and briefings to senior leaders and employees.
Provides technical and administrative supervision to Headquarters (HQ) EEO Specialists. Plans and directs work to be accomplished by subordinate employees, sets and adjusts priorities, and prepares schedules for completion of work.

- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
- If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.
- May require a one year probationary period.
Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity. Specialized experience is defined as: Experience in oversight of the formal complaints process, including the analysis of comparable case law, drafting of Accept/Dismiss letters, reviewing report of investigations, interacting with EEO Commission, and all aspects of the formal EEO complaint process; developing and conducting training on counseling, mediation, and discrimination complaint procedures. Consulting with senior leaders, Human Resource, Employee Relations, providing oversight and guidance to subordinate EEO Managers and specialist.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
