Duties

MODERNIZING THE MILITARY'S SPACE ARCHITECTURE - The Space Development Agency (SDA) orchestrates the development and fielding of DoD's future threat-driven National Defense Space Architecture. Establishing new ways of doing business within the Department while developing new capabilities on 2 year timelines isn't for everyone, but accepting the challenge reaps great rewards! #TeamSDA As a Program Manager at the NH-0340-3 level, some of your typical work assignments may include: Leads a 24x7 Crew comprised of Government, Military, and Contractor personnel in the Proliferated Warfighter Space Architecture's (PWSA) Operations Centers (OC) Supports the OC Director in determining Operations Center goals for long- and short-range planning and execution of all programs. Leads assigned government owned/contractor operated (GO/CO) operations crew's functions and activities, develops operational and organizational plans that support the vision and goals of the agency. Prioritizes resources to overcome shortfalls. Develops/implements courses of action to eliminate or reduce barriers and impediments in the support and performance of the mission and identifies risks to the Battle Management Director of Operations. Evaluates factors such as current and future mission needs, intelligence reports, national security trends/impacts/priorities, and training equipment limitations and availability. Supports the development and implementation of full-spectrum operational procedures and training documents for Ops personnel, focused on the implementation of the PWSA. Trains other personnel on Operations policy, program and procedures. In conjunction with contractor personnel, prepares/presents standardized initial and recurring training procedures using a Mission Training Plan. Captures SOP's and changes in policy and doctrine. Establishes/executes policy for conduct of operations within the Operations Centers including security/access, day-to-day policy actions, message handling, and personnel management. Ensures proper functioning and operation of all Operations Center hardware, software, and command and control telecommunications systems. Plan/ implement new/added capabilities and systems into the Operations Centers. Supervises crew's response to facility contingencies (i.e., security incident, natural disaster, loss of communications connectivity). Provides managerial oversight of up to 25 contractors. Supervise operations crew providing 24/7 operation support and contingency support. Determine proper work methods and procedures. Prepare formal requests for filling vacancies, and select or participate in selection of personnel from lists of eligible applicants in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Recommend awards when appropriate. Oversee and conduct training for assigned personnel and assist with informal training to broaden employee skills. Identify employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance.

  • This is a crew based position and requires shift work.  Overtime: May be required to work extended/unusual tour of duty to meet operational requirements, including holidays and weekends.

Qualifications

You may qualify at the NH-03 broadband level, if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Thorough knowledge of military warfare planning, military operations, or contingency operations; expertise in Joint Panning highly desired. Comprehensive knowledge of or demonstrated experience with (a) tactical data links and DoD or military satellite communication OR (b) early warning satellites such as Space Based Infrared System (SBIRS) satellites or Next-Generation Overhead Persistent Infrared OR (c) planning Link-16, tactical datalinks, or early warning satellites ---demonstrated experience in Military satellite communications operations highly desirable. Experience leading or managing multi-functional/multi-disciplinary teams, especially in a military, law enforcement, homeland security or emergency management setting. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
