Duties

Serve as the Safety and Occupational Health Manager with responsibility for planning, managing and administering a safety and occupational health program. Provide technical guidance for environmental, radiation, live fire training, base operations, construction plan review at brigade level, transportation (rail, barge and air operations), ammunition/explosives, industrial operations and training. Assess the effectiveness of the Safety Program to identify strengths and weaknesses and develops methods and techniques to improve operational and systemic deficiencies. Prepare and brief after-action reviews, and prepare lessons learned, recommendations, changes and procedures to assist follow-on forces and operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
  • Incumbent will be required to pass a military standard physical examination.
  • The military ACU is the duty uniform (when deployed, or in field environment). Incumbent will be issued standard TA50 for use per local requirements.
  • Incumbent must obtain and maintain a valid stateside driver’s license. Incumbent must possess or be able to obtain a U.S. Government Vehicle driver's license within 30 days of employment and be able to maintain the same.
  • Incumbent may be required to work nights, weekends, holidays and/or irregular duty hours commensurate with mission requirements.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • In accordance with AR 690-11, this position has been designated as "Emergency-Essential".
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

The OPM Qualification Standard provides the following examples: - Managing safety or occupational health program elements. - Developing and recommending safety and occupational health policy to higher levels of management. - Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. - Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. - Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. - Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. - Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. - Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. - Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
