Duties
Incumbent plans, coordinates and performs comprehensive reviews, special studies and selective internal examinations of Transportation processing and payment services provided to Commercial Carriers/Vendors.
Applies a professional knowledge of finance policies and automated systems capability on improving services to Carrier/Vendors.
Plans, coordinates and establishes meetings with field offices, other Military Activities, General Services Administration,Surface Deployment and Distribution Command (SDDC), Resource Management and other non -government agencies.
Prepares training and instruction as a direct result of attending these meetings. Prepares and performs briefings for the Commanders and Directors.
Conducts and/or assists lower graded personnel in performing major time sensitive and/or highly sensitive functional reviews. Following reviews/studies, prepares summary statistical reports for the Director.
Plans and executes Transportation Operations internal control program under AR 11-2 (Internal Control System). Conducts periodic vulnerability assessments.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Conducting briefings and presentations for senior leaders with the purpose to inform or instruct. Conducting studies and/or reviews on vender payment financial systems to include conducting audits and evaluating internal controls.
Time-in-Grade: Current or former federal employees must have held a GS-09 position or higher in the preceding 52 weeks on a permanent competitive appointment to be considered.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
