Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as developing water program guidance and providing technical direction; making policy recommendations to senior management; or consulting and coordinating with other national water experts to communicate scientific and policy information to a wide range of audiences.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
• Knowledge of the statutes, principles, processes, regulations, and policies related to Clean Water Act (CWA).• Ability to lead complex projects providing measurable results in a timely manner and providing direction to individuals/teams on priorities.• Ability to develop and implement a full range of activities to assist with CWA Section 320 National Estuary Program.• Knowledge of environmental programs related to CWA section 320 - National Estuary Program.• Ability to lead the development of national strategies and program guidance.• Skill in written communication.• Ability to coordinate efforts with the public (e.g., Federal, State, local agencies, and departments) and private (e.g., non-profit organization, water industry) stakeholders.• Ability to address questions and concerns across the agency and from Congress.• Knowledge of scientific and operational issues encountered in Oceans, Wetlands, and Watersheds.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
