You will serve as an Administrative/Technical Specialist in the Recruiting and Student Outreach Branch (Code 1012) of NAVUNSEAWARCENDIV NEWPORT RI.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-2 pay band encompasses positions equivalent to GS-5 through GS-8; the NT-3 pay band encompasses positions equivalent to GS-9 and GS-10.
Duties
You will provide advisory services to all levels of management with regard to law, rules and regulations pertaining to Title 5, Office of Personnel Management (OPM), Department of Defense (DoD), and Navy Regulations.
You will provide assistance and direction for staffing, recruitment, and placement actions for center-wide positions; interacts with senior management officials and selecting officials to identify and recommend strategic staffing issues.
You will provide guidance to management on special hiring programs for center-wide hiring by provide direction to selecting officials to ensure the integrity of the hiring and merit promotion selection processes.
You will review/modify and write position descriptions for various types of positions determining title, series and grade by applying OPM and DEMO standards accurately and consistently.
You will be required to review and make qualifications determinations based on criteria set forth by OPM Qualification standards and other applicable regulations.
You will advise employees and management on various work and administrative matters; and assists with the development of human capital management policies and procedures, HR related documents, guidelines and instructions.
You will conduct qualification determinations in both the office setting as well as on location at recruiting events, requiring expedited and proficient determinations.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
TO QUALIFY FOR NT-3: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting in the coordination and tracking of training programs and projects to support workforce development for an organization.
TO QUALIFY FOR NT-2: Your resume must demonstrate at least three years of general experience, one year of which was equivalent to the NT-1 pay band (GS-1 through GS-4 equivalency) in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.

Education
TO QUALIFY FOR NT-3: In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A master's or equivalent graduate degree; OR
- Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
- An LL.B. or J.D., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
TO QUALIFY FOR NT-2: In lieu of general experience, you may qualify with the following education or combination of both education and experience:
- Successful completion of a full four-year course of study leading to a bachelor's degree; OR
- A combination of experience and education as described above that equates to one year of experience.
